The Water Quality Program at the Department of Ecology is looking for a supervisor for our Compliance and Technical Assistance Unit in our Northwest Regional Office. Our Compliance and Technical Assistance Unit focuses on regulating stormwater discharges from municipalities, industries and construction sites across 7 counties in northwest Washington.

This position leads a team of around 10 staff in implementing stormwater and other general water quality permit activities, such as field inspections, technical assistance, enforcement, and outreach activities.

Our ideal candidate will have excellent people skills and experience with stormwater management and environmental enforcement. As a leader in our program, we are looking for someone who has experience coaching and mentoring staff and new hires.

Duties
Agency Mission: Ecology’s mission is to protect, preserve and enhance Washington’s land, air and water for current and future generations.

Program Mission: The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that beneficial uses are achieved including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife and public health.

The main goals of this position are to:

  • Provide leadership in stormwater management for the protection and restoration of water quality, with an emphasis on supporting collaborative processes with our statewide permit implementation teams.
  • Support the daily activities of around ten professional staff, which includes planning, leading, organizing, and directing the work performed by the unit.
  • Oversee all levels of compliance assurance work, including technical assistance, complaint response, on-site inspections and associated documentation, programmatic audits, and informal and formal enforcement actions.
  • Train and coach unit staff in use of enforcement discretion, and provide quality assurance oversight of unit inspection reports and proposed informal and formal enforcement actions.
  • Represent the program as a Lead Manager for appeals of unit-initiated enforcement actions to ensure the program’s actions are legally defensible and procedurally compliant.

Qualifications
Required Qualifications:

A Bachelor’s degree in natural, environmental, or physical sciences, engineering, planning or closely related field AND five years of professional level work experience in water quality management, environmental sciences or related field.

Related advanced education may substitute for part of the required work experience on a year-for-year basis, up to two years maximum.

Desired Qualifications

  • Education or experience in management and supervision and leading teams or work groups.
  • Knowledge of stormwater management techniques and requirements.
  • Experience with environmental enforcement, litigation or defending controversial actions.

Must obtain and maintain a valid driver’s license
