The City of Kent is seeking applications for the position of GIS Analyst III.  The ideal candidate will be proficient in a variety of technical duties related to GIS applications, infrastructure mapping, query, data transfer, map creation and input of data into the GIS.  A bachelor’s degree in geography, computer science, planning, engineering, or a related field and at least four (4) years of increasingly responsible GIS work are required. If you are competent in all phases of application development activities and have advanced database design skills, this might be the perfect opportunity for you!

Under the direction of the GIS Supervisor, or designee, perform advanced technical work in the use of Geographic Information System (GIS) software and workstations.

The work involves GIS database design, end-user support, application development, user interface development, and integration between GIS and other application software.  The incumbent is responsible for performing a variety of technical duties related to GIS applications, infrastructure mapping, query, data transfer, map creation and input of data into the GIS. The distinguishing characteristic of this classification include its higher level of experience, responsibility, and involvement in all phases of the GIS software for the Public Works Department and other City Departments. The incumbent is responsible for aiding, guidance, and direction to lower level GIS Analysts in Public Works and other City GIS staff.

Work is performed under supervision of the GIS Supervisor or designee in accordance with overall objectives and resources available. The employee and supervisor or designee work together to develop the deadlines, projects, and work to be completed.  The employee is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives.  The employee keeps the supervisor or designee informed of progress, potentially controversial matters or far reaching implications. Work is reviewed only in terms of feasibility, compatibility with other work, or effectiveness of results.

 Essential Duties and Responsibilities:
Understand and utilize existing and emerging GIS software included in current City software standards of Esri ArcGIS

Implement, maintain and work within GIS SDE SQL Server data management system.

Advanced use of programming tools, such as Python, VB Script and SQL code or batch files, to automate tasks.

Develop geographic information system enterprise framework to meet broad range of city demands.

Advanced understanding of GIS concepts, geoprocessing functions and techniques, and spatial database management.

Defines, develops, and maintains mapping layers, spatial databases, GIS-based applications, and associated standards.

Create and maintain technical and user documentation for GIS processes and applications.

Coordinates with other GIS Analysts internally and externally in various data development and project support initiatives.

Authenticating attribute data through consistent quality-control checks performing frequencies, statistics, and summaries.

Develops geoprocessing and GIS web services, web editing/mapping applications to ArcGIS Server and the skill to publish map services to support web and mobile mapping apps.

Ability to keep team updated on workload and address potential or real setbacks in completion.

Proposes alternative solutions to technical problems and makes recommendations to the supervisor.

Provide guidance, instruction, and interpretation to City employees concerning GIS software applications and data.
Present GIS Projects, Work Flows and Data to internal and external audiences.

Actively support the vision, mission, values, and goals of the department and the City.

PERIPHERAL DUTIES:

KNOWLEDGE OF:

  • Competent to work at the highest level and in all phases of application development activities
  • Has advanced database design skills
  • Geographic Information Systems, specifically ArcGIS 10.X, ArcPro or above
  • Window operating system, MS Office, and Adobe
  • Assisting in the design, development, and maintenance of the City’s GIS database by researching, collecting, and inputting data
  • Read and interpret GIS files and export files in various formats
  • Operate computer hardware peripherals, such as plotters, operating systems, and associated software packages that form the City’s GIS
  • Principles and practices of cartography, surveying, and mapping as well as interpretation of engineering plans and aerial photography
  • Resolve technical problems and complete projects within established procedures
  • Work in a team environment to help solve complex problems
  • Prepare and maintain clear and accurate routine reports, correspondence, and procedures
  • Read, understand, apply, and explain documents such as policy manuals, technical computer manuals and procedures, and business periodicals; applicable laws, codes, regulations, and legal descriptions
  • Analyze situations accurately and adopt an effective course of action
  • Understand and follow oral and written directions
  • Maintain confidential and sensitive information

SKILLED IN:

  • Geographic Information Systems
  • Using current GIS and operating system programming languages
  • SQL to develop queries within the GIS applications

 Education, Experience and Other Requirements:
Education:  Bachelor’s Degree from an accredited college or university in Geography, Computer Science, Planning, Engineering, or related field;

Experience:  Minimum of four (4) years of increasingly responsible GIS experience.

Or:  In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties and responsibilities listed above.

LICENSES AND OTHER REQUIREMENTS:

  • Valid Washington State Driver’s License, or the ability to obtain within thirty (30) days of employment
  • Must successfully pass the City’s pre-employment driver’s records check; successfully complete the City’s Defensive Driving Course; and maintain an excellent driving record
  • Must successfully pass a Washington State Patrol background inquiry
