SummaryThe Water and Land Resources Division of the Department of Natural Resources and Parks is seeking a Project Manager to support staff in the new Policy, Strategy, and Performance Unit within the Division’s Stormwater Services Section (SWS). The Water and Land Resources Division (WLRD) is charged with protecting, restoring, and managing King County’s water and land resources using best available science, innovation, and collaboration with its partners and the community. SWS is tasked with delivering services essential to managing stormwater runoff and surface water to protect public safety, improve water quality, restore aquatic resources, safeguard properties, and comply with county, state, and federal requirements.
Under the direction of the Strategic Planning Manager, this Project Manager will provide support to programs, strategies, and systems aimed at improving and optimizing stormwater management within the County. This position will coordinate with staff in the unit to provide increased capacity and assist with providing high quality products related to regional stormwater management.

JOB DESCRIPTION: This position will be an integral part of a new unit tasked with being the stormwater policy-making body for the Department of Natural Resources and Parks. The unit will be responsible for supporting and coordinating the development of the County’s first stormwater master plan. The unit will ensure product delivery and facilitate the development of strategy for the SWS Section and the County for matters related to stormwater management. This position will manage some programs and provide communications and data analytics support to other program managers in the unit.

Primary Job Duties include but are not limited to: 

Provide support to existing programs and projects.

  • Assist current staff on ensuring a high quality of product delivery.
  • Contribute to developing strategies and solutions related to the regional management of stormwater.
  • Development of presentations and meeting agendas, drafting of summaries, reports, and policy positions.
  • Helping with the centralization and analyzing of information relevant to performance metrics, budgets, and grant proposal development.

Redesign existing school stormwater fee discount program

  • Work with other staff in Stormwater Services to align this program with section specific priorities.
  • Review existing King County Code, develop new partnerships, rethink and redesign the existing tool for an enhanced regional value.
  • Explore opportunities to integrate existing programs like the Green Stormwater Infrastructure incentive program.
  • Consider efficiencies related to the National Pollutant Discharge Elimination System Permit requirements, asset management strategies, and regional performance metrics.

Manage Stormwater Services web based content.

  • Support current staff on managing web based content specific to current and future stormwater services programming.
  • Ensure that the Stormwater Section’s web pages are kept current.
  • Work with DNRP staff and partners on website strategy.
  • Inventory DNRP web pages related to stormwater management as part of strategic planning efforts.
  • Serve as initial point of contact for staff wanting to make changes to program specific web content.

Participate in the active integration of Equity and Social Justice (ESJ) principles.

  • Serve as a Stormwater Services representative on Division-wide ESJ initiatives
  • Work with section communications staff on the development of ESJ content, programming, and engagement strategy.
  • Provide support to Department ESJ leadership.
  • Produce monthly/quarterly updates for management
  • Help to coordinate the review and comment process for internal ESJ policies.

Experience, Qualifications, Knowledge, Skills• Bachelor’s degree in environmental science, planning, natural sciences or environmental studies with an emphasis in ecology, hydrology, or a related field; or, the equivalent combination of experience and education in a field with appropriate application.
• At least two years of increasingly responsible experience working on environmental policy or environmental program development and implementation.
• Experience working collaboratively in teams.
• Understanding of and familiarity with principles of stormwater management.
• Ability to write and edit information in a clear and concise manner and to assemble large, complex documents, including but not limited to, email, annual reports to regulatory agencies, meeting summaries, progress reports for grant administration, and summary reports for management.
• Demonstrated ability to effectively synthesize and orally communicate technical information to a wide variety of audiences, ranging from King County staff and management to external audiences of technical committees and the general public.
• Ability to work collaboratively with employees, supervisors, and other County agencies.
• Ability to act in a tactful and diplomatic manner and work on sensitive issues with diverse groups of individuals.
• Skills using Microsoft programs for document and spreadsheet production, presentation development, project management, data analysis, and online document collaboration and planning (e.g., Word, Excel, PowerPoint, Outlook, Project, SharePoint, and Access).

Supplemental Information

DESIRABLE QUALIFICATIONS:

• Experience working with federal, state, or local environmental agencies and in interpreting and applying rules and regulations related to stormwater management, conservation or sustainability programs.
• Ability to think strategically across multiple disciplines.
• Experience working on websites and using content management systems for updating web content.
• Demonstrated skills and experience using presentation software such as but not limited to PowerPoint or Prezi. Preferably practiced in effective presentations.
• Knowledge of, or familiarity with the National Pollutant Discharge Elimination System (NPDES) regulations and requirements for governments and businesses.
• Experience working with complex programs that have multiple stakeholders.
• A demonstrated desire to continue learning.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS: Deadline pressure and interruptions due to changing priorities are not uncommon. The majority of time will be spent in an office environment but travel throughout King County will be required to attend meetings. Occasional evening or weekend events may be required.

NECESSARY SPECIAL REQUIREMENTS:

  • A valid Driver’s License or the ability to travel throughout the County.
  • A final offer of employment will be contingent upon successfully passing a pre-employment physical examination.
