The Water Quality and Regulatory Compliance team is responsible for coordinating Water, Wastewater and Storm water compliance as well as performing field inspections and investigations.
The Regulatory Compliance Programs include:
- Surface Water Quality Private Drainage Inspection (PDI) and Illicit Discharge Detection and Elimination (IDDE)
- Drinking Water Quality Regulatory Compliance and Cross-Connection
- Wastewater Fats, Oils and Grease (FOG) Compliance
- Education and Outreach & the Bellevue Stream Team
This position supervises and leads the daily activities and related resources of the Regulatory Compliance Section within the Utilities Operations and Maintenance Division; the Supervisor plans annual accomplishments and manages section personnel working in programs specific to operating and maintaining regulatory compliance for the Water, Sewer and Stormwater systems. This position leads the annual reporting under the National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Phase 2 Permit, Department of Health reporting for the Water system and coordinates environmental permitting and monitoring for Bellevue Utilities. This position reports to the Regulatory Compliance and Surface Water Manager and is a part of the Utilities Leadership Team.
Essential Duties and Responsibilities
- Surface Water NPDES Municipal Stormwater Phase II Permit Monitoring, Tracking and Annual Reporting
- Prepares annual NPDES report, monitors City’s NPDES compliance status; identifies and prepares non-compliance G20 notifications and S4.F Notifications; works with affected City program/department to identify a pathway to compliance and works with City staff and/or consultants to prepare additional reports required as attachments to the annual NPDES report.
- Provide direction to staff, set priorities, establish work loads and provide support in decision-making.
- Evaluate and recommend solutions to complex regulatory issues to ensure ongoing compliance.
- Recruit, select, supervise, evaluate and discipline 6 full time technical staff and varying number of temporary employees.
- Develops and oversees annual and long-term budget planning and reporting; prepare annual work plans.
- Oversees the coordination and development of major programs, projects and studies; consultant selection and management of contractors, consultants and vendors.
- Perform conflict and dispute resolutions including working with customers on private maintenance issues.
- Review staff training requirements and individual development plans in response to meeting state and federal regulatory compliance.
- Identify opportunities and deficiencies in operations and service delivery systems; establish best management practices, develop corrective programs and maintain operating capacities.
- Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
- Participate in the establishment of policies and develop procedures for work processes; ensure effective implementation and adherence.
- Respond to customer service requests.
Qualifications
- Graduation from an accredited four-year college or university with a degree in environmental studies or related field or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities.
- Five or more years of progressively responsible experience with drinking water, surface water and industrial waste programs and extensive experience with water, sewer and surface water systems.
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
- Ability to obtain Water Distribution Manager 3 and Cross Connection Control Certifications from the Washington State Department of Health
- Preferred: Three or more years experience in personnel management, including mentoring and discipline, budget development and administration.
Additional Qualification Criteria
- Knowledge of project management principles, maintenance practices and construction techniques.
- Experience in dealing with applicable Federal, State and local laws, regulations, policies and procedures, and of current literature, trends, regulations and developments in assigned areas of responsibility.
- Knowledge of state and federal standards for the National Pollutant Discharge Elimination System (NPDES), Safe Drinking Water Act, Clean Water Act, DOE Wastewater Discharges Regulations or the ability to gain such knowledge within 12 months.
- Knowledge of the principles, practices and procedures of public and business administration as applied in a large organization. State, county, or municipal experience desirable.
- Skill in using a personal computer, engineering applications, and data management software in performing duties.
- Establish and maintain effective working relationships with public and private individuals at all levels; critically analyze and resolve internal work-related problems and be able to mediate and resolve controversial planning problems involving opposing interest groups.
- Ability to think conceptually; observe and evaluate trends; analyze data; draw logical conclusions and make sound decisions.
- Be able to communicate effectively, orally and in writing, including preparation and delivery of public presentations.
- Ability to interpret administrative guidelines and apply them to the work situation.
- Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the project’s goals.
- Ability to read blueprints, maps, and as-built drawings.
- Must be available to respond to emergencies on a 24-hour/7 days-week basis.
- Must possess a valid driver’s license during the course of employment, and must have and maintain a good driving record by city standards
