Keeping Washington Clean and Evergreen
The Water Quality Program at the Department of Ecology is looking for a supervisor for our Water Cleanup and Technical Assistance Unit in our Southwest Regional Office in Lacey, WA.
This position leads a team of eight staff, including two at a field office, who provide water quality-related technical assistance and oversight for forest practices, develop and implement Total Maximum Daily Loads (TMDLs, or water cleanup plans), conduct water quality monitoring, and manage grant projects.
We are looking for applicants who possess the leadership and management skills necessary to supervise staff working on diverse and complex environmental issues. We’re looking for somebody with excellent people skills, who exercises good judgment, and who wants to lead a team of professionals.

Duties
Agency Mission: Ecology’s mission is to protect, preserve and enhance Washington’s land, air and water for current and future generations.
Program Mission: The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that beneficial uses are achieved including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife and public health.
The main goals of this position are to:
- Serve as the key contact point for section and program staff regarding water cleanup plan development and implementation, forest practices activities, and nonpoint source pollution grants.
- Support the daily activities of eight professional staff, which includes planning, leading, organizing, and directing the work performed by the unit.
- Hire, train, coach, and mentor staff and ensure they continue to develop the tools and confidence needed to excel in their positions.
- Provide leadership within the work unit and within Ecology on challenging and politically sensitive environmental issues.
- Review grant agreements, TMDL documents, water quality monitoring reports, and forestry inspection materials, and help interpret TMDL and permit conditions and applicable laws and rules.
- Represent the program as a Lead Manager for appeals of unit-initiated enforcement actions to ensure the program’s actions are legally defensible and procedurally compliant.

Qualifications
Required Qualifications:
A Bachelor’s degree in natural, environmental, or physical sciences, engineering, planning, or closely related field AND five years of professional level work experience in water quality management, environmental sciences or related field.
OR
A Master’s degree in natural, environmental, or physical sciences, engineering, planning, or closely related field AND four years of professional level work experience in water quality management, environmental sciences or related field.
OR
A Ph.D. in natural, environmental, or physical sciences, engineering, planning, or closely related field AND three years of professional level work experience in water quality management, environmental sciences or related field.
Additional qualifying experience in natural, environmental, or physical sciences, engineering, planning, or closely related may substitute year for year for education.
Desired Qualifications
- A Bachelor’s of Science degree in natural, environmental, or physical sciences, engineering, planning, or closely related field.
- Education or experience in management and supervision.
- Education or experience in environmental issues with stakeholder involvement.
