POSITION OVERVIEW

Under the direction of the County Engineer, this individual performs high-level administrative, professional, and supervisory work to manage Douglas County’s capital programs. The work includes program-level management and direction of the transportation department design and construction programs. Work requires exceptional leadership, teamwork, and the use of independent judgment within established policy guidelines. This position performs other duties as assigned or delegated by the County Engineer.

ESSENTIAL JOB FUNCTIONS

Plans, organizes, performs, schedules, and coordinates the planning, funding, design, public involvement, right-of-way acquisition, environmental, and construction phases of transportation infrastructure improvement capital projects.

Oversees capital programs personnel and ensures staff have the resources and knowledge to efficiently provide quality work products.

Oversees preparation of grant applications, plans, specifications, estimates, and contract documents.

Prepares, audits, and administers capital project budgets.

Assists with planning and preparing capital program budgets, goals, and objectives.

Reviews engineering, testing, investigation, and contractor work product.

Verifies compliance with federal, state, and department laws, ordinances, and codes.

Evaluates optimum staffing levels and controls labor overtime and expenses.

Assigns, trains, supervises, and evaluates work of staff within the capital programs division.

Participates in employment processes within the division including hiring, promotional opportunities, and training.

Ensures performance evaluations are conducted to guide development of employees and provide a record of performance.

Prepares technical reports and presents recommendations.

Attends department meetings and training sessions.

Responds to citizen concerns, complaints, and issues to ensure positive community and customer relations.

Coordinates the design of various public works projects that may include roads, bridges, stormwater, water, and sewer as well as other elements as assigned.

Ensures that projects remain within the established scope, budget, and schedule.

Diagnoses construction problems and rectify with speed and accuracy.

Identifies and coordinate multiple funding sources for the programs of the department.

Prepares grant applications and coordinate with federal, state, and local funding agencies.

Makes oral and written presentations to multiple audiences including citizen groups, neighborhood associations, and the Board of County Commissioners.

Ensures accurate and efficient maintenance of project and department files, records, and reports.

Provides guidance, technical support, and direction for Capital Programs.

Assists with developing, interpreting, and implementing department policies and procedures or other technical, administrative, or management duties as assigned.

DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Local, state and federal policies as they relate specifically to county government and municipal government in general.

WSDOT Standard Specifications, Special Provisions, LAG Manual, Design Manual, MUTCD, and AASHTO.

County policies and procedures relating to all aspects of transportation.

Application processes involved in successfully securing alternative and creative funding sources such as grants, loans and entitlements.

Principles and practices of leadership, personnel administration, and management.

Skills in:

Collaborative negotiation techniques.

Problem solving techniques and the use of independent judgement and initiative.

Advanced communication skills, both verbally and in writing.

Strategic planning, budget preparation, oversite, and accountability.

Ability to:

Operate a personal computer and associated software.

Effectively give group presentations on a variety of levels, ranging from small groups to large public meetings.

Effectively deal with people who may be emotionally charged.

Interpret and use statutes, ordinances, and regulations regarding County roads and public works programs.

Lead and direct staff with a diverse level of skills and abilities.

Interpret and evaluate staff reports: know laws, regulations, and codes affecting work activities.

Relate with co-workers, elected officials, public and private agencies and other individuals in a positive manner.

Physically perform the essential functions of this position

SUPERVISORY RESPONSIBILITY

Supervision is exercised over professional, technical, and clerical employees directly or through subordinate supervisors.

PHYSICAL REQUIREMENTS

Sitting for extended periods of time.

Manual dexterity necessary to perform repetitive tasks including the operation of a keyboard and other necessary engineering and office related equipment.

Driving to meetings and seminars throughout the County and State.

Walking to and from various offices and departments, etc.

Climbing stairs in County facilities and other agency buildings this position comes in contact with.

Lifting up to 40 pounds at least waist high during the normal course of performing daily duties and occasionally up to 70 pounds for materials testing activities.

Bending, stooping, and twisting during the course of performing required functions.

Ability to travel by foot over rough, steep, uneven terrain.

WORKING CONDITIONS

Duties are mainly performed in a busy office environment but includes occasional work outside in a variety of weather conditions and on steep and uneven terrain.

Working independently most of the time.

Shifts other than the traditional 8:00 a.m. to 5:00 p.m. may be available during certain periods of the calendar year.

Overtime, evening, and weekend work may be required.

Environment may be stressful in striving to meet deadlines.

May require travel with reasonable accommodation to off-site facilities.

RECRUTING REQUIREMENTS

Any combination of the following: Bachelor of Science in Civil Engineering and 2 years’ experience in project management, or Engineering Tech Degree and 4 years’ experience in project management, or 6 years’ experience in project management. An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position. Fully qualified Range is 16. Fully qualified with professional engineer license is Range 17. Douglas County may consider combinations of education, experience, certifications, and training in lieu of required qualifications listed.
