Budget Policy Development Project Manager (WMS02)

We are recruiting to fill one Budget Policy Development Project Manager within the Washington Department of Fish and Wildlife Budget Office, located in the WDFW Headquarters, 5th Floor NRB, Olympia WA, 98501. This position will conclude in June, 2021.

The Budget Project Position reports to the Budget Officer. The Budget Office provides the framework for all agency budget processes, plays the lead role in external budget discussions, and monitors the agency’s operating budget status. The Budget Office is a part of the Director’s Office. The Budget Office is currently in the infancy of centralization that occurred early CY 2019. This centralization saw the Budget Office grow from five permanent staff to twenty-two. This position plays a major role in ensuring the health of budget centralization and is critical for its stability long term.

This position acts as the subject matter expert and project manager for the budget office for the remainder of the 2019-21 biennium. This position makes decisions that impact the budget office and programs in new ways to improve day-to-day success and efficiency. Additionally, this position will support the agency in the implementation of the 2020 Supplemental Budget.

This position maintains and ensures the quality of the budget information entered into statewide financial systems controlled by the Office of Financial Management (OFM). Additionally, the position provides training and tools to budget staff to assist in developing and monitoring the agency’s budget. This position contributes to the development, enhancement, and on-going operations of WDFW financial systems that support statewide business processes and programs.

DUTIES:

In collaboration with the Director of Budget and Governmental Affairs, this position will lead the division in three core tasks:

Budget Vision
Standardization and training
Cost savings – succession planning

Each of these three core tasks contribute to bringing about a budget office that operates through continuous improvement and the traits of a learning organization.This position plays the agency’s lead role in coordinating program control totals, external allotments, maintenance of fund balance projections, and forecasting indirect. This includes overseeing Budget Office assistance to programs with the development of their internal spending plans and overseeing their entry into state financial systems. This position has substantial influence over the development and maintenance of the agency’s spending plan that ensures appropriated and other non-appropriated funds are not overspent.

This position has the primary responsibility in developing control totals and allotments based on legislative appropriations as well as for non-appropriated accounts. This expertise is heavily relied on so that the agency has a documented plan including program spending limits to keep within its operating budget expenditure authority of $500 million per biennia. All of these goals will be completed by June 30th, 2021, which will be the conclusion of this position.

This position supervises:
Two 50% FTE budget interns – Budget Analyst 1.
One 100% FTE budget coordinator – Budget Analyst 1.
May supervise an additional 50% FTE budget support – Budget Analyst 4.

Required Education, Experience, and Competencies.

Graduation from a four-year college and/or university with a degree in accounting, economics, business or public administration or a closely related field and three years of progressively professional experience in budget development, monitoring and administration, preferably within a state or local government.
Additional qualifying experience in professional accounting, budgeting, finance or public administration may substitute year for year of education.
Mastery of statewide budgeting and accounting systems (AFRS, TALS, SPS, ABS/ABR, CBS, Enterprise Reporting, and Web Intelligence (AdHoc). Mastery of WDFW’s Contracts System and CAPS Financial.

Knowledge of: principles and practices related to the development and administration of operating budgets; applicable laws and regulations; techniques and methods in interpreting reports and statistical data; and basic functions of a state or local government.

Ability to: Analyze complex budget and revenue issues; conduct administrative and operational studies; maintain accurate records and files; meet deadlines and determine priorities; manipulate data in Excel using pivot tables and macros and creating charts and graphs.

Preferred/Desired Education, Experience, and Competencies.

A Master’s degree accounting, economics, business or public administration or a closely related field and five years of progressively professional experience in budget development, monitoring and administration, preferably within a state or local government.

Work Setting, including hazards: Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.

Schedule (i.e., hours and days): Standard business hours are Monday-Friday, 8:00 a.m.-5 p.m., but may be required to work more than 40 hours per week or on weekends to meet deadlines during peak periods and/or to meet business needs. A flexible work schedule can be considered at the incumbent’s request, subject to supervisory approval.

Travel Requirements: Some travel may be required throughout the State to attend training, meetings, and conferences.

Tools and Equipment: Computer hardware & software; general office equipment.

Customer Relations: Requires frequent contact with customers (staff across the agency, legislative staff, state and federal agencies, public utilities, and local governments).
