The Water Resources (WR) program is currently looking to fill a Water Resources Statewide Permitting and Water Use Measurement Lead (Hydrogeologist 4) position. This position will be located in our Headquarters Building in Lacey, WA.
The Water Resources Statewide Permitting and Water Use Measurement Lead position leads the development of guidance, policy and rules, and evaluation of laws that direct the state’s water right permitting and water use measurement (metering) activities. To accomplish this work, this position leads teams that collaboratively develop and update forms, technical guidance, decision documents, and policies, as well as overseeing training and quality assurance for the Water Resources Program. This work ensures compliance with water rights laws and court decisions, and protection of instream resources and senior water rights holders. This position supports the program’s mission by working within the agency, with other local, state, and federal agencies, Tribes, interest groups, and the general public to further policies to manage our state’s water resources.
This position requires excellent communication, collaboration and team leadership skills. Working to lead a team of regional hydrogeologists and other technical experts requires an ability to harness good ideas and bring differences of opinion to consensus.

Duties
Some of the key duties at the Water Resources Statewide Permitting and Water Use Measurement Lead position include:
- This position is responsible for implementing a consistent statewide water right permitting system. This includes leading a team with representatives from around the state that creates and develops guidance, policies and procedures to ensure an effective statewide permitting system.
- The position leads a team responsible for implementing a water use measurement system, which typically has relied on metering, but may begin to transition to program to relying on new technology and innovative water use measurement approaches going forward.
- The position is the program’s hydrogeologic technical resource supporting amendments to regulations or statutes that affect water right permitting or water use measurement.
- The position provides key technical input on legislative issues that affect water right permitting or water use measurement. This may require development of issue (white) papers, responding to legislative inquiries or testifying at legislative committees.
Interesting aspects of the position:
This position is for a senior hydrogeologist in the Water Resources Program with a critical role for water resource management in Washington. The position will be a focal point for providing technical input into decisions which directly influence how water is managed in our state.

This person must want to lead teams of technical professionals to identify common goals and seek solutions to address challenges. This person must be able to put his/her opinions aside to facilitate teams coming to agreement in order to achieve overall success.

Qualifications
A Bachelor’s degree involving a major study in hydrogeology, hydrology, geology or closely related field
AND
Five (5) years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession at the Hydrogeologist 2 level, higher, or equivalent.
A Master’s degree with a major study in hydrogeology, hydrology, geology or closely allied field will substitute for two (2) years of experience.
A Ph.D. degree will substitute for three (3) years of experience if major research was in hydrogeology, hydrology, geology or closely allied field.
