The Spill Prevention, Preparedness, and Response Program (SPPR) program within the Department of Ecology is looking to fill a Statewide Resources Section Manager (WMS Band 2) position. This position will be located in our Headquarters Office (HQ) in Lacey, WA.
The Statewide Resources Section Manager position is directly accountable with considerable scope of responsibility to develop and maintain Program data systems and information technology. This position requires broad strategic thinking in order to manage existing technology needs, as well as plan for future needs. Duties
Agency Mission: Ecology’s mission is to protect, preserve and enhance Washington’s environment and to promote the wise management of our air, land and water for the benefit of current and future generations.
Program Mission: The Spills program’s mission is to protect, preserve, and restore Washington’s environment.
The Statewide Resources Section Manager reports directly to the Program Manager and supervises a section of 14 staff with eight direct report staff positions. We are looking for applicants with excellent people skills and the ability to build and nurture high performing teams. Strong applicants will have good organizational skills, experience managing a diverse group, a positive attitude and a proven ability to get things done and hold team members accountable.

This position is responsible for ensuring delivery of key activities that support the Spills Program. Program activities include the following areas of expertise:
- Program planning and performance measure management
- Investigation and enforcement of spill incidents
- Rulemaking process coordination
- Data management and information technology
- Records management
- Legislative coordination and support
Some of the key work activities for this position include:
- Leads the activities of the Statewide Resources Section – managing the work of several projects and making sure the projects have the resources and management support they need to be successful.
- Participates on the Program Management Team and Leadership Team and help with setting the direction of the Program and implementing the Program’s mission.
- Works with our partners including but not limited to US Coast Guard, EPA and the WA Department of Fish and Wildlife, WA State Military Department and other environmental trustee agencies.
- This position is expected to successfully manage the Section staff as they work to support oil spill prevention, preparedness and response activities.
- Support legislative process and helps develop key messages and recommendations for program initiatives during sessions.
- Acts as backup for the Program Manager.

Qualifications
Required Qualifications:
The Statewide Resource Section Manager must have a Bachelor’s degree, or higher, in Business /Public Administration, Planning, Economics, Political Science, Law, Natural Resource Planning, Environmental Studies or closely related field. Must have five (5) years of leadership and professional-level experience in one or more of the following areas that include policy development, strategic and program planning, organizational development, natural resource project planning; one (1) year of which must be supervisory and at least four (4) years of experience related to the management of major projects.
This position requires advanced managerial knowledge and skills for managing the operation of multiple functions, and providing statewide programmatic services in meeting the program and agencies business need. This position requires the skills to:
- Strategically determine statewide, long-term (typically over periods of at least one or more years) spill prevention, preparedness, and response business needs, and investment decisions for the optimum future protection of state resources.
- Work under stressful conditions for extended periods of time, having the ability to remain focused on priorities and overall objectives during chaotic periods.
- Be able to persuasively negotiate to protect Washington’s interests and resources.
- Possess excellent communication skills for frequent interaction with internal program and agency, and external stakeholders, including federal, state, and local governments, tribes, private industries, and non-governmental organizations.
- Have a high level of knowledge about the design and implementation of performance and accountability measures that help to target high priority work.
Desired Qualifications:
- Previous investigation and enforcement action experience is desirable. Previous experience with Washington State Legislative processes is desirable. Previous experience managing or understanding of information technology.
Special Requirements / Conditions of Employment:
- TWIC Card: Be able to obtain the Transportation Worker Identification Credential (TWIC) card which entails a detailed background check.
- Washington State Driver’s License: A valid driver’s license is required.
- Passport: A valid Passport or Universal Drivers License is required.
- Critical Position: This position is considered a critical position for Ecology and must work during facility closures and disasters.
