The Air Quality Program (AQ) is looking to fill an A Technical Services Manager (WMS Band 2) position. This position is located in our Headquarters Building in Lacey, Washington and is classified as Washington Management Service 2 (WMS Band 2) position. The Technical Services Manager position manages staff developing and implementing statewide policy in the following areas; air monitoring operations, repair, calibration, and procurement; and quality assurance and quality control for ambient air quality monitoring.

We are looking for applicants who have strong people skills with the ability to build and nurture collaborative teams that are highly functioning. Strong applicants will have good organizational skills, strategic thinking abilities, experience leading diverse groups and comfort moving in a fast paced environment. They must be able to manage a varying portfolio including topics from I.T., air monitoring equipment, Special Policy Assignments and Federal agreements.

Duties

The mission of the Air Quality Program (AQ) is to protect public health and the environment from the effects of air pollution and climate change.

The primary functions of the Technical Services Section and the duties of the manager include the following:

  • Develops and provides statewide information technology and data management services for the Air Quality Program.
  • Serves as the Program’s ambient monitoring operations lead.
  • Provides calibration, repair, quality assurance and data collection for ambient air monitoring.
  • Conducts ambient monitoring in the Northwest and Southwest Regions .
  • Acts as the program contact with Environmental Protection Agency (EPA) regarding our Performance Partnership Agreement.
  • Implements statewide program quality system for monitoring operations.
  • Provides functional systems to get monitoring data collected, reviewed, and available to the public and EPA.
  • Ensures that staff have clear expectations, priorities, objectives, skills, and the tools to effectively accomplish their work in a fiscally responsible, efficient and customer friendly manner.
  • Directs resources within the section to the most important work while being consistent with overall agency and program priorities. This enables staff to be better focused on their work and the solutions they provide to air quality’s problems while ensuring effective yet balanced needs of the staff, public and decision makers.

This position works with a diverse group of staff and stakeholders to develop, implement policies, procedures and standards. This position also evaluates complex issues and provides strategic focus for the program including tactical focus for section staff. Often this position will require use of advanced negotiation skills, strategic and multi-disciplinary project planning.

This job provides the opportunity to be a state and national leader in an area that protects Washington’s public health, environment and way of life. This position will be able to provide leadership and coordination on major policy and operational related air quality issues.

This position is overtime exempt. However, incumbent is expected to be flexible in willingness to adjust work schedule and work additional hours as needed to meet business demands and deadlines.

This position requires infrequent travel which may include traveling to various meetings around the state, Pacific Northwest, and US.Occasional overnight travel may be necessary to attend conferences or meetings both in and out of state.

Required Qualifications:

A bachelor’s degree in physical or natural science, engineering, law planning, public policy, environmental studies, or other related field.

AND

Five years of project management, regulatory or planning experience, with at least two years of air quality-related experience.

A minimum of 18 months of supervisory experience managing policy and technical staff.

Knowledge of advanced principles of management, budget planning, strategic planning, and personnel administration.

Experience deciphering multiple local, state, and federal laws and regulations regarding environmental management and administrative procedures requirements.

Desired Qualifications:

Master’s Degree or higher in physical or natural science, engineering, law, planning, public policy, environmental studies, or other related field.

AND

Three years of experience supervising technical staff in a complex political environment.
