Job Description:

PURPOSE:

The Senior Manager leads a multidisciplinary group responsible for critical environmental work for the Port’s Maritime and Economic Development Divisions. This team of seven (7) employees plus interns, manages activities that support our blue economy including environmental permitting for large capital projects, habitat restoration, data management, and public communication and outreach on Port environmental initiatives. This work group is part of the Port’s Maritime Environment and Sustainability Department, a passionate team of scientists, planners, and specialists that manage all the environmental programs for the Maritime and Economic Development Divisions.

Overall the team will initiate, develop and implement innovative cost-effective strategies to reduce, minimize or mitigate environmental risks and foster sustainable development during project development and construction by incorporating sustainable design elements during planning, design and construction stages of project delivery.

ESSENTIAL FUNCTIONS:

Staff Management:

The Senior Manager works collaboratively with other senior managers, to define group goals and priorities and provide motivation to accomplish Port environmental visions. This position defines, prioritizes, directs work of staff in the team and communicates the roles and job expectations and how the individual programs and goals align with Port’s overall interests. This position also supports and creates a culture of innovation and continuous improvement. Responsible for developing and managing program budgets as well as consultant contract procurement and consultant management.

Permitting & Regulatory:

Responsible for permit acquisitions and environmental review. Staff is responsible for obtaining local, state and federal permit approvals and conduct environmental review of proposed port facility development projects in compliance with SEPA/NEPA. This work involves close coordination with local, state, and federal agencies. Examples include: US Army Corps of Engineers, USFWS, NOAA/NMFS, EPA, Washington Department of Ecology, WDFW, City of Seattle DCI, Transportation, SCL, and Tribal governments. Will work with permitting specialists to guide decisions on scope, public outreach and involvement, environmental mitigation elements, sustainable design, and agency interactions to lead to eventual permit issuance.

Habitat Programs:

Habitat restoration is a key Port Century Agenda goal. This team implements the Port’s robust habitat restoration program. With over 15 miles of shoreline and numerous waterfront property, the Port has placed a high value for restoring habitat for listed chinook and other aquatic species. The Port has restored 31 acres to date and is currently in design for over 20 acres. The work of this team includes developing a mitigation banking line of business and conducting research and innovation on restoration practices and results. Work also includes developing Port role in Orca recovery, specifically addressing underwater noise impacts. Responsible for data acquisition, management, use and output including geospatial data, remediation data base storage and reporting.

Outreach:

Supports and communicates the Port’s environmental integrated mission and responsibilities relative to Port development proposals, planning and sustainability efforts to community environmental groups, affected citizens, and state, federal, tribal and local regulatory agencies. Staff conduct volunteer plantings, interpretive boat tours, informational sessions and other activities to inform and educate the public about our work.

In depth knowledge of federal, state and local regulatory agencies and related regulations, guidelines and procedures as they relate to capital construction projects. Knowledge of principles and practices of land use planning. Expertise in principles and practices of State Environmental Policy Act (SEPA) and federal National Environmental Policy Act (NEPA) with demonstrated experience in the application of these rules to large projects. Scientific or technical knowledge of life sciences, physical science, or land use planning or environmental planning or engineering. Knowledge of endangered species life cycles and habitats, particularly salmonid species and marine mammals, is useful. Basic business management, particularly knowledge of contracting administration. Knowledge of the construction techniques used and the operations of large marine industrial sites or related businesses.

QUALIFICATIONS:

Combination of education and experience demonstrating knowledge, skills and abilities equivalent to:

  • Bachelor’s degree in Environmental Science or Studies, Biology, Physical science, Engineering, Planning, or related field;
  • Ten (10) years of progressively responsible experience in environmental analysis, regularity compliance and/or environmental planning and permitting; and
  • Experience in managing/supervising staff.

PREFERRED QUALIFICATIONS:

  • Master’s degree; and/or
  • Fifteen (15) years of progressively responsible experience in an environmentally technical field and management in a highly regulated environmental setting.

Compensation:

Minimum $119,959 to Midpoint $149,949 (Grade 32)

Weekly Standard Hours:

Normal work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. (40 hours per week).
