The Opportunity:
The Washington State Department of Transportation Office of Equal Opportunity (OEO) is seeking to fill a vital role within the division. They are seeking an experienced and passionate professional for the role of Community Engagement and Environmental Justice Manager.

The purpose of this position is to provide coordination, monitoring, review, and oversight to all aspects of the departments policies, procedures, programs, projects and services for compliance with the non-discrimination provisions of Title VI of the Civil Rights Act, including Limited English Proficiency and Environmental Justice. This includes monitoring and oversight of all recipients who receive federal funds through WSDOT including cities, counties, Local Planning agencies, Metropolitan Planning Organizations, Regional Transportation Planning Organizations, and others. This Manager, using exceptional project management skills, will work with staff to enhance the agency’s’ Title VI, Environmental Justice and Limited English Proficiency Programs.

The incumbent will be an experienced manager and coach with exceptional communication and mediation skills. This position will also be responsible for managing WSDOT’s Pre-Apprenticeship Support Services Program, Equal Employment Opportunity Program, Capacity Building Mentorship Program, Disadvantaged Business Enterprise Support Services Program and On-the-Job Training Support Services Program.

This position will perform the following work:

  • Monitor and provide oversight on activities related to the Title VI program.
  • Serve as the subject matter expert for the agency concerning implementation and operations of non-discrimination requirements under Title VI of the Civil Rights Act of 1964. This includes federal special emphasis areas including Environmental Justice, Limited English Proficiency in addition to the non-discrimination provisions of Title VI.
  • Develop and implement statewide guidance, technical assistance, and training to agency staff, cities, counties, municipalities, contractors, and other sub-recipients on Title VI issues.
  • Conduct conciliation conferences, review and approve corrective application plans as they relate to cases of non-compliance.
  • Maintain files on each sub-recipient with an approved Title VI program.

At a minimum, a candidate for this position must possess:

  • Bachelor’s degree in a relevant field.
  • Currently certified, or able to obtain certification prior to hire through WSDOT approved processes as Bilingual skills with one or more of the top five limited English proficiency languages (i.e. Spanish, Russian, Chinese, Vietnamese and/or Korean) in Washington State.
  • Five years of management experience.
  • Five years of regulatory enforcement experience.
  • Two years of experience in and understanding of the design/construction process and contract procurement.
  • Five years of experience of working with diverse audiences.
  • Two years of experience creating strategic plans to support agency priorities.
  • Two years of experience in community outreach, engagement or civil rights.
