The Water Resources program (WR) within the Department of Ecology is looking to fill a Grants Unit Supervisor (Environmental Planner 4) position. This position can be located in any of the main or Field Offices that include water resources staff.

The Grants Unit Supervisor position coordinates the development and implementation of a $300 Million, 15-year, competitive grant program leading team members during and between each grant round in the development of: budget, timeframes and schedules, guidance, scoring criteria, application materials, technical assistance, application review procedures, and grant offers; as well as coordinating and advising team members as they scope projects, finalize agreements, provide project oversight, support project close out, and develop periodic progress reports.  As the state-wide planning advisor, this position will support the streamflow restoration section manager and the state-wide planning team, with the multi-year complex planning activities required by RCW 90.94, including but not limited to:  developing procedures for the review of and recommendations regarding up to 11 concurrent watershed plans; participating in the development of policies to support the final stages of planning.

Duties

Program Mission: The mission of the Water Resources program (WR) is to support sustainable water resources management to meet the present and future water needs of people and the natural environment, in partnership with Washington communities.

Some of the key work activities of the Grants Unit Supervisor position are:

  • Orients project staff and external parties to requirements detailed in statute, rule, and guidance.
  • Develops policy recommendations.
  • Manage the development and maturation of a new grants program.
  • Develops new processes and workflows to optimize the development and maturation of a new grants program.
  • Manages the development and maturation of a new grants program.
  • Handles novel and often unanticipated problems arising from the implementation of a new law with little to no precedent.

Required Qualifications:

A Master’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use, environmental or administrative law, public administration with an environmental emphasis, or closely related field

AND

Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Desired Qualifications:

Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

The successful candidate will also, through the application materials and interview process, demonstrate the ability to:

  • Address large groups; write effectively.
  • Supervise staff.
  • Develop and manage major program activities.
