Description

As the senior-level Environmental Planner, you’ll provide consultation and analytical evaluations of new and existing policy initiatives for the Division of Environmental Public Health (EPH). As a senior planner, you’ll provide technical policy analysis, and economic analysis for developing complex regulatory and politically sensitive regulations for the offices within EPH and rules under the rulemaking authority of the State Board of Health.

This position coordinates the development of rules and provides analytical assessments to determine the effectiveness of proposed rules to protect public health and safety. It also utilizes appropriate policy development methods to ensure rules are consistent with the Administrative Procedures Act, other applicable state and federal laws, and ensures consistency with Department and program objectives.

This recruitment is for a full-time non-permanent, Environmental Planner within the EPH, Office of the Assistant Secretary. The anticipated duration of this position is twelve (12) months from the date of hire.

The EPH, Office of the Assistant Secretary’s mission is to support the Department’s mission by working with local governments and state and federal agencies on public health matters for public drinking water facilities, food safety, shellfish protection, radiation safety, wastewater management facilities, pesticide exposures, vector borne diseases, general environmental public health and safety, and health risk assessments.

The Office of the Assistant Secretary provides support for strategic planning, environmental epidemiology and toxicology, legislative and policy development and assessment, information management support, budget and financial management, performance management, and external communications via the internet.

Duties Include

• Working with internal staff to inform policy decisions.

• Collaborating with external stakeholders including state agencies, federal agencies, and local governments to develop new and amend existing environmental public health regulations.

• Providing consultation, project management, and evaluation of regulation development activities for environmental public health programs in EPH.

• Using data driven decision-making principles to analyze appropriate policy and regulatory options.

• Assisting program staff and consulting with agency economist in developing required economic cost/benefit analysis.

• Analyzing the cost impacts of new and amended rules affecting external stakeholders to create the least burdensome regulations.

• Developing economic data through surveying external stakeholders, existing data, and peer-reviewed literature research, in consultation with program staff and the agency economist.

• Providing mentoring and training to members of the rule development team and program staff regarding rule processes and analyses.

Required Qualifications

• Option 1: A Bachelor’s degree or higher in public health, environmental planning, public or business administration or an allied field; and two (2) or more years of experience in at least one (1) of the following areas:

o Providing professional consultation or project management in an environmental health public health or planning program, or closely allied field.

o Policy development, rule writing, rule adoption and implementation; or

o The legislative processes such as coordinating bill analysis, analyzing legislation, fiscal impacts, and making recommendations for consideration by a state agency.

OR

• Option 2: Four (4) or more years of experience in one (1) or more of the areas listed in Option 1.

Desired Qualifications

• A Master’s degree in public health, environmental planning, public or business administration or an allied field.
