Kitsap County Public Works Solid Waste Division is looking for a motivator, a proven communicator and an experienced professional in this field to oversee and lead the Recycling Program in Kitsap County!
Position Information
Responsible for the planning, development, and implementation of waste reduction/recycling, and litter/illegal dumping programs, as well as supervision of the education/outreach work group. Responsibilities include program oversight and coordination in addition to the utilization of technical skills.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONSRequired Education and Experience

  • Bachelors Degree in environmental science, environmental policy, communications or related field; and
  • Four years of professional experience solid waste management to include one year of specific experience coordinating, developing and managing recycling programs; and
  • One year of supervisory experience; or
  • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.

Preferred Education, Experience or Other Qualifications

  • Experience working with the public and with regulatory agencies
  • Experience overseeing and administrating grant contracts.

Driving Requirements

  • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
    • Category 1 Driver: operates County-owned vehicle, and
    • Category 2: Driver may operate a personal vehicle as an essential function for official County business.  Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver’s license.

Prior to employment, the successful candidate must:  

  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Pass a criminal history background check through law enforcement agencies.
  • Submit a copy of their State employment driving record abstract to verify their eligibility to drive for Kitsap County.

Required Knowledge, Skills and Abilities

Knowledge of:

  • Principles, practices and standards of environmental programs with special emphasis on solid waste facilities and recycling
  • Personnel and supervisory principles and practices including hiring, discipline, evaluation and discharge
  • Principles and practices of project planning, budgeting, coordination and evaluation
  • Solid waste planning and operations
  • Federal, state, and local solid waste and hazardous waste laws and regulations
  • Equipment, materials and tools used in solid waste operations.

  • Utilize a variety of computer applications, including Microsoft Office Suite’s word processing, spreadsheets, databases, and web based systems

ILLUSTRATIVE EXAMPLE OF DUTIES

  • Plan, develop, and implement program goals, objectives, policies and procedures, including an annual work program for operations, educational and promotional activities, special events and exhibits designed to increase awareness of and participation in recycling programs.
  • Remain abreast of changing market conditions, regulations and best management practices, working with County staff, haulers, contractors, and other stakeholders to implement programs which maximize diversion with minimal contamination.
  • Develop and maintain a record keeping system, analyze and evaluate data, prepare reports, and make recommendations based on findings. Assist in updating portions of Kitsap County’s Comprehensive Solid and Hazardous Waste Management Plan related to areas of assignment.
  • Research and provide responses to complaints and inquiries from the public, elected officials, government agencies and special interest groups.
  • Oversee Clean Kitsap program related to litter and illegal dump clean-up and prevention.  Manage and monitor the program budget, monitor cleanup progress, coordinate cleanup work with other agencies and departments, identify and implement process improvement strategies, and serve as point person for all illegal dumping and litter issues in the County.
  • Oversee contracted services related to areas of assignment. Prepare requests for proposals (RFPs) or bid documents and evaluate submittals. Administer contracts, including developing the scope of work, schedule and budget; monitoring progress of work; reviewing invoices and change order requests.
  • Supervise education/outreach work group, assisting with recruitment, selection, evaluation, coaching, and discipline.  Set work priorities and schedules, establish standards of performance, review work for accuracy and completeness, provide guidance and training to facilitate staff development and motivation.
  • Prepare the annual budget related to areas of assignment.  Administer the approved budget and monitor expenditures and revenues. Forecast resource needs and requisition materials and supplies as necessary. Prepare applications for grant funding and oversee grant contracts.
  • Represent Solid Waste division at meetings of various groups to provide input and receive updates on issues related to areas of assignment, including but not limited to: Washington State Recycling Association, Department of Ecology committees, Product Stewardship Council, Kitsap County Solid Waste Advisory Committee, and Board of County Commissioners. As needed, prepare briefing documents and/or summary notes of these meetings.
