The Program Development Section Manager leads the development of Air Quality program plans and strategies to respond to high-profile, scientific and technically complex environmental issues. We work in a fast paced, politically sensitive environment and strive to make decisions that balance competing public demands, priorities and risks. The implications of decisions can be dramatic and legislative actions or litigation can occur if acceptable resolution cannot be reached. High profile issues routinely involve coordination with the agency Director, business and environmental leaders, the Governor’s Office and the legislature. This position manages a team of seasoned professionals to establish and/ or influence statewide clean air and climate change laws, rules, policies and procedures as well as agency and program strategic plans, policies and priorities.

The Program Development section currently consists of 17 positions. This high energy position serves as a collaborative and integrated member of the Air Quality management team supporting the air quality efforts in our Northwest, Central, Eastern and Southwest Regional offices. This position reports directly to our Air Quality Program Manager and is located at our headquarters in Lacey, Washington.

The successful candidate will control a section biennial budget of approximately $4.3 million and a capital budget of approximately $5 million and is accountable for supporting, managing, and coordinating the section’s professional and technical staff. The position directly supervises 9 environmental specialists and environmental engineers along with a unit supervisor (WMS01) who is responsible for the direct supervision of 7 environmental planners.

This talented and seasoned team works collaboratively with agency and regional staff as well as external stakeholders to accomplish the following:

  • Write and revise statewide air quality rules that establish agency and programmatic policies and practices that can be efficiently carried out.
  • Develop state-wide implementation plans to bring back and keep areas in compliance with National Ambient Air Quality Standards and to meet federal Clean Air Act requirements.
  • Develop policies and regulations related to all sources of air pollution including motor vehicles, motor vehicle fuels, woodstoves and fireplaces, industrial and commercial facilities, and outdoor burning.
  • Develop policy, regulations and provide technical support to state and federal climate change initiatives.

The Program Development Section Manager:

  • Oversees our diesel emission reduction strategy and related grant programs.
  • Recruits, selects, trains and manages the performance of all positions within the Air Quality Program Development Section.
  • Chairs a management work team (the Commercial/Industrial Steering Committee) within the Air Quality program that reviews, evaluates and decides on commercial and industrial regulatory oversight policy.
  • Serves on ad hoc committees that directly influence and establish policies for the Air Quality Program statewide. These polices can affect other programs within our agency, the state’s Local Air Authorities, other governments, the general public and the private sector.
