Versar, Inc. is currently looking for an Environmental Scientist-NEPA to work with our Professional Services group at our Joint Base Lewis McChord, WA location.
The candidate must possess the technical expertise to provide support to Joint Base Lewis McChord specific to the tasks assigned for management of all program areas including: Provide support for National Environmental Policy Act (NEPA) activities at Fort Lewis. Oversee the preparation and completion of environmental impact analyses on a variety of Department of Defense activities within the Fort Lewis area of responsibility. Actions most likely to be tasked for include real estate outgrants and ingrants, contamination hazard disclosure, on- and off-post military training, stationing actions, new construction, and building demolition.
- The candidate shall prepare and/or review environmental documentation to comply with NEPA and Administrative Procedures Act regulations.
- Ensure sufficiency in fulfilling NEPA and Army regulations for activities affecting Army operations and property.
- Prepare Statements of Work for the preparation of environmental documentation to support Army activities.
- Assist proponents with their compliance responsibilities as they relate to environmental laws and regulations, consultation and permitting requirements, and public disclosure requirements.
- Assist with the installation digging permit program by screening digging activities against environmentally sensitive areas.
- Provide guidance to military trainers on incorporating environmental considerations into training activities.
- Coordinate with the installation legal office to ensure documents prepared for Army actions are legally sufficient.
- Assist with the garrison deconfliction process to extract potential environmental issues from garrison subject matter experts (SME’s).
- Assess noise impacts of Army actions. Use noise meters to determine decibel levels for peak and continuous noise producers. Utilize Army resources to conduct impact analysis.
- Gather local noise data and forwards data to USA CHPPM for the conduct of formal noise assessments.
- Prepare the noise sections of documentation prepared by Fort Lewis. Perform external office coordination with other federal, state, regional, county, municipal, and non-governmental organizations.
- Attend coordination meetings for Army programmatic level Actions, which are customarily held on the east coast.
- Perform file and information management.
- Input completed paperwork into the document imaging and storage database.
- Assist with waste reduction and elimination requirements of statutes and executive orders.
- B.A. Degree in Environmental Science or other related field
- 2-5 years of direct experience required
- Good working knowledge of applicable regulations, policy, law
- Familiar with computer software programs
- Excellent interpersonal and technical communication skills
- Must be able to obtain a Common Access Card (CAC)
