Budget & Finance Officer (BA3)

 

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

The program’s Financial Services Unit in Lacey, WA is looking for a Budget & Finance Officer (BA3).
This position is a senior budget and financial management specialist coordinating directly with the program’s Financial Services Unit Manager to assist in managing TCP’s operating budget. As a budget and financial officer, the position’s primary focus will be on the operating budget and provide assistance on the capital budget. The position will independently work with TCP section managers and cleanup project managers throughout the budget cycle to develop budgets, prepare expenditure plans, and monitor spending. The incumbent will also provide back up and assistance to staff responsible for TCP’s prime contracts and federal grants.

Other duties include but are not limited to:

  • Assists in fund manager responsibilities for statewide funds: Underground Storage Tank Account.
  • Prepares and presents complex expenditure forecasts, spending plans, and assists in developing detailed program financial allotments.
  • Prepares reports, completes analysis, and briefs TCP’s Program Management Team on financial status and progress in executing program spending plans, and recommends adjustments as necessary.
  • Expertly uses statewide budget and financial management systems and Microsoft Office products.
  • Actively participates in program and agency activities for developing proposed legislation and rule making affecting toxics cleanup operations in the state.
  • Responds to legislative, the Governor’s Office of Financial Management and agency requests for program specific information.
  • Prepares and reviews fiscal notes.
  • Primary back up for all aspects of TCP’s contract, interagency agreement and federal grant management.
  • Writes contracts and agreements, prepares grant applications, processes reimbursement requests, reviews progress reports, prepares amendments, and ensures compliance with contract terms and conditions.

Qualifications:
Required Qualifications

A Bachelor’s degree in business, public administration, accounting, economics, statistics or closely-allied field.

AND

Five to six years of professional experience in budget, finance, cost analysis or accounting or one year as a Budget Analyst 2; provided that a bachelor’s degree in one of the above fields has been attained.

A Master’s degree can substitute for two years of the five years of experience.
Desirable Qualifications

 

At least five years experience performing duties in a state agency accounting, budget and /or contracting office.

At least five years experience working with automated statewide budget/allotment or financial reporting systems.

Knowledge of and experience working with the automated statewide fiscal note system.

Knowledge of and experience working with federal grants.

Experience developing and maintaining a chart of accounts.
Special Requirements/Conditions of Employment

Valid Washington State Driver’s License.
