The Shorelands and Environmental Assistance (SEA) program helps communities manage shorelands and wetlands. Our primary focus is on state and local responsibilities for administering Washington state and federally-delegated laws. Our mission is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests.

The program’s Coastal and Shorelands Section in Lacey, WA is looking for a Senior Program Hydrogeologist 4 to independently plan, develop, conduct and oversee hydrogeologic projects and investigations on the hydrology and geomorphology of rivers. The successful candidate will work closely with the senior program hydrogeologist to establish regulatory jurisdictions; provide technical and scientific assistance to regional shoreline, wetlands, floodplain and watershed planner staff; and complete channel migration zone (CMZ) mapping and other tasks related to the Puget Sound CMZ Mapping Project.

Some of the key work activities of the Senior Program Hydrogeologist 4 include:

• Plans and conducts professional investigations for Shoreline Management Act (SMA) ordinary high water mark determinations, fluvial geomorphic assessments (including channel characterization and channel migration zone determinations), and wetlands hydrology issues for all SEA Program regions.
• Works closely with regional staff to establish regulatory jurisdictions related to hydrogeology, hydrology, and fluvial geomorphology.
• Provides training and assistance to local governments updating their Shoreline Master Programs. Review master programs for consistency with state guidelines.
• Plans and conducts professional hydrologic and geomorphic investigations related to floodplain management.
• Reviews Comprehensive Floodplain Management Plans. Investigates and reviews flood control construction projects including levee design, maintenance, and repair and erosion control projects.
• Investigates impacts of floodplain development on hydrology.
• Provides hydrologic and fluvial geomorphic assistance and advice to the program manager and senior staff on policy and rule development.
• Has lead responsibility in preparing technical reports and providing technical guidance on hydrological issues.
• Coordinates with other state and federal agencies and performs technical peer review of hydrogeologic activities/reports for cross-program or agency groups.
• Reports status and/or results of hydrologic issues and analysis to program manager as needed.

Bachelor’s degree in hydrogeology or closely allied field AND five years of experience in hydrogeology with at least three years of recent experience in surface water hydrology and fluvial systems.

OR

A Master’s degree in hydrogeology or closely allied field will substitute for one year of experience.

OR

A Ph.D. degree in hydrogeology or closely allied field will substitute for two years of experience.

AND

Licensure as a geologist with a hydrogeologist specialty license in Washington State (or the ability to become licensed within a year); OR professional hydrology certification from the American Institute of Hydrology.

Desired Qualifications

Experience in evaluating fluvial processes, including channel migration assessments.

Experience in surface water hydrology and fluvial processes in the Pacific Northwest.
