DESCRIPTION:
The Department of Fish and Wildlife (DFW), specifically the Wildlife Program Assistant Director is
seeking a dynamic, proven leader with experience in Administration Operations management and
excellent customer service skills. This position leads a team of eight professionals in all aspects
of budget analysis, customer service and administrative services.

This position is responsible for developing, directing and supervising administrative functions
including managing program administrative and information technology, operating budgets,
contracts, bill analyses and fiscal note development and coordination, rule-making, public
disclosure, records management, facilities use, inventory, fleet and technology management,
customer service, and office support functions.
The preferred candidate will be experienced in leading people in all forms of performance and
conflict management. This will be demonstrated by past performance of leveraging diversity,
team building and development of others.

DUTIES:
Coordinate and direct the development and implementation of the Wildlife Program’s $60 million biennial
operating budget (all funds); manage the annual and biennial budget allotment process; synthesize and
analyze budget allotment and expenditure information; develop budget projections; prepare budget
requests/reports and present program budget status information as requested; work with senior program

managers to prepare budget decision packages.
Serve as key adviser to the Assistant Director and the Wildlife Program Senior Management Team on all
financial and business-related matters. Monitor program budget status and identify issues and options
for solving them.
Exercise primary responsibility and accountability for development, preparation, and monitoring of the
program’s administrative operating biennial budget.
Manage the customer service, business operations and administrative support functions for the program,
initiating systems to improve overall efficiency of program operations.
Supervise and lead administrative support staff to ensure administrative and business operations are
timely, efficient and in conformance with agency policies and applicable laws. Includes work allocation,
training, and problem resolution; evaluates performance and makes recommendations for personnel
actions; motivates employees to achieve peak productivity and performance.
Serve as program representative on agency committees involved in financial, business and
administrative operations which impact the program.
QUALIFICATIONS:
Three years of progressively professional experience in budget development, budget monitoring and
budget and/or fiscal administration, preferably with state or local government.
Candidates should have education, experience and/or training that demonstrate advanced knowledge of
management including: developing and monitoring budgets; strategic planning; contract and interagency
agreement administration; policy and procedure development, interpretation, and application; legislative
process; and balancing of competing demands/priorities.
Knowledge of basic principles of operations management including: staff supervision and leadership;
personnel and merit system rules and regulations; conflict resolution; personnel training; state and
agency purchasing methods; and office management practices.
At least one year of supervisory experience.

Effectively analyze, develop and manage program and contract budgets.
Work both independently and as a team member/leader with other managers and program staff.
Communicate effectively.
Evaluate problems and develop recommendations to improve organizational and/or procedural efficiency.
Plan and coordinate activities to meet program objectives.
Coordinate and conduct administrative projects.
Interpret agency rules and regulations.
Proficiently utilize agency contract management system and budget allotment systems, and statewide
Enterprise Reporting and AFRS.
Ability to maintain a positive attitude and create collaborative relationships.
Effectively supervise administrative support and provide direction and leadership to
program personnel.
SUPPLEMENTAL INFORMATION:
Working Conditions
The position is located in the Natural Resources Building in Olympia. Work is performed almost exclusively in
an office environment. The working environment is fast paced with changing priorities and conflicting
deadlines. The position is overtime exempt. Incumbent is expected to schedule their time within a typical 40
hour work week; typical work schedule is Monday through Friday, 8 am to 5 pm. However, the incumbent is
expected to adjust schedule and work additional hours as needed to meet business demands and deadlines.
Some occasional travel may be required.
