There is one (1) opening for a full-time project Health Services Consultant 3 (HSC 3) within the Division of Health Systems Quality Assurance (HSQA), Office of Health Professions and Facilities (HPF), Medical Marijuana Program.
This position and the Medical Marijuana Program Implementation Project are currently funded from August 16, 2015 through August 15, 2017.

Primary Duties 
This position contributes to the Department’s mission by serving as a senior consultant to support the implementation of the medical marijuana program.
The program includes a new authorization database, a medical marijuana certificate program, and defining what is considered “medical grade”. This is a highly visible, politically sensitive and complex program that has complex regulatory implications. This position specializes in medical authorization database end user support services, and coordination with entities such as the Liquor and Cannabis Board, contracted vendors, healthcare boards and commissions, and external stakeholders.
Duties include:
·         Supports the implementation of the medical marijuana authorization database. Serves as a specialist on the medical marijuana registry end user support services.
·         Provides communications expertise for the website, stakeholder communications, and other communication needs.
·         Serves as a contact for Medical Marijuana Program.
·         Assists with developing and reviewing rules and legislation.
·         Provides Education and Training to Health Data System Users.
·         Assists with Preparing and Monitoring Budgets.
·         Coordinates program planning and evaluation, development and implementation of legislation.
Required Qualifications
·         A Bachelor’s degree; AND two (2) or more years of professional, consultative or management experience representing a public program (i.e. healthcare administration, reimbursement, planning, rule or legislative implementation, non-profit, government programs, etc.)
OR
 
·         A Master’s degree in Public/Business Administration, Public Health Administration, or closely allied field; AND one (1) or more years of professional, consultative or management experience representing a public program (i.e. healthcare administration, reimbursement, planning, rule or legislative implementation, non-profit, government programs, etc.)
 
AND
 
·         An additional one (1) or more years (full-time equivalency) of experience writing materials using clear writing principles and techniques for professional, government, or public use, such as regulations, analyses, or reports.
Desirable Qualifications
  • One (1) or more years of experience in the following areas:
    • Project management for one or more projects crossing program or divisional boundaries using a standardized methodology.
    • Rule or policy drafting and development.
    • Representing a government or nonprofit organization to the public by responding to complex regulatory or public health questions.
    • Working directly with stakeholders on complex and high visibility regulatory issues.
    • Compiling and analyzing data for reporting purposes to include graphs and charting data.
    • Providing computer software education, training, or technical assistance to end users.

·         Willing and able to participate as part of the DOH emergency response team during health emergencies and training events.
