The Toxics Cleanup Program (TCP) is looking to hire a Site Manager (Environmental Specialist 4). This position will work out of our Headquarters Building in Lacey, WA.

 

The Site Manager position provides regulatory oversight to ensure that cleanup actions comply with the mission of the Department, Program, the MTCA and other applicable environmental laws, regulations and policies. This position will independently perform professional senior-level work under general supervision for cleanup of VCP and formal sites located within the state.

The Site Manager independently performs professional senior-level work under general supervision and is responsible for the following key activities:

 

VCP Site Manager:

  • As a Voluntary Cleanup Program site manager this position provides state of the art scientific knowledge and technical expertise to conduct cleanup at contaminated sites and especially Leaking Underground Storage Tank contaminated sites.
  • Determines appropriate cleanup levels; verifies compliance with applicable regulations and guidelines; coordinates and provides technical consultation regarding other site managers reviews.
  • Plans, directs, manages and evaluates remedial projects, investigations, feasibility studies, sampling and analysis plans, and analytical data.
  • Meets the Results Washington (former Government Management, Accountability, and Performance (GMAP)) goal regarding the 90-day response time for client requests.
  • Successfully manages the remediation of contaminated sites by providing regulatory oversight.
  • Ensures that remedial actions comply with the mission of the Department, Program, the MTCA and other applicable environmental laws, regulations and policies.
  • Ensures that VCP reviews and formal site decisions are consistent with the MTCA.
  • Provides ISIS/FS database and DSARS updates as requested.

Manages the remediation of contaminated sites:

  • As a site manager of formal cleanup sites, this position provides state of the art scientific knowledge and technical expertise to conduct the cleanup of contaminated sites at state, local, private and federal sites.
  • Reviews, evaluates, and recommends actions needed at formal contaminated sites by providing regulatory oversight and maintaining working knowledge of basic principles of toxicology and biology, environmental chemistry and human toxicology.
  • Reviews, recommends and provides guidance on technical reports and proposals submitted to the agency and conducts field investigations of site activities to ensure feasibility and compliance with Cleanup Actions, applicable statutes, policy and guidance and/other agency requirements.
  • Prepares letters, memos, technical reports and bulletins.
  • Takes part in training, planning, policy review/comment and associated administrative activities as required by management.

Required Qualifications:

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field AND five years of professional-level experience in environmental analysis, or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above.

 

OR

 

A Master’s degree in one of the above fields AND three years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above.

 

OR

 

A Ph.D. in one of the above fields AND two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above.


The 1 year of experience as an Environmental Specialist 3
can include a combination of the following: 1) investigating and / or resolving complaints involving science or technology content, 2) performing inspections, 3) drafting technical evaluations and reports, 4) develops plans for researching information used for technical projects, regulatory or policy development, 5) plan and facilitate public meetings and hearings, 6) project work requiring specialized knowledge of industry processes, pollutant sources or natural processes, 7) providing technical assistance for complex scientific content and/ or support for implementing scientific content programs, 8) conducting tests, analyzing and evaluating data, 9) using environmental databases to support technical projects, 10) developing scientific studies and resource management plans, 11) providing environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.

 

Desired Qualifications:

TECHNICAL KNOWLEDGE: Is able to use data and information in a clear, rational, and thorough process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions which are in compliance with the MTCA.

 

PROJECT MANAGEMENT: Accepts full responsibility for all aspects of assigned projects, remaining in touch with site status and progress. Effectively directs and integrates all aspects of site work, ensuring that work progresses – achieving goals and objectives.

 

COMPUTER SKILLS: Is able to create, edit, modify, save, and delete documents, spreadsheets, and presentations in MS Word, Excel, and Power Point; includes locating and modifying existing boilerplates for use at specific sites.

 

Special Requirements / Conditions of Employment:

Valid Driver’s License, initial 40-hour hazardous materials training, and annual 8-hr refresher training per year.
