The Toxics Cleanup Program (TCP) is currently looking to fill a MTCA Implementation Policy Analyst (Regulatory Analyst 3) position. This position will be located in our Headquarters Building in Lacey, WA.

 

The MTCA Implementation Policy Analyst position independently performs regulatory and policy analyses of technical implementation options associated with Model Toxics Control Act (MTCA). Cleanup sites are particularly challenging projects that involve a complex mixture of statutory authorities, regulations, and policy issues from a variety of different programs within Ecology as well as Federal authorities. The person in this position will need to be able to creatively craft workable approaches because there are frequently no broadly applicable rules or guidance on how to integrate cleanup requirements under MTCA with land use requirements and differing state and federal regulations such as water quality regulations, solid waste management requirements, sediment management standards and toxic substances materials handling.

 

We are looking for applicants who have excellent written and verbal communication skills, are organized and detail oriented and have experience applying MTCA to complete site cleanup.

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

Some of the key work activities of the MTCA Implementation Policy Analyst are:

Senior technical advisor for development of the Project Manager’s Toolkit.

  • Guides decisions about whether or not specific policy and guidance is needed and how to best incorporate the information in the Toolkit currently under development in TCP.
  • Directs work performed by others to research, assemble and catalog policy materials.

Program-wide Integrated Strategies for Policy, Guidance and Rule Development.

  • Develops program-wide integrated strategies, policies, technical memorandum and processes to implement the broad goals established in the Model Toxics Control Act (MTCA).
  • Leads meetings with senior staff, policy advisors, and stakeholders to guide evaluation and development of program policy.
  • Frames issues for discussion, tactfully leads conversations and accurately and fairly summarizes the outcomes.
  • Acts as project manager when leading a team for policy development.
  • Prepares workplans, forms teams to evaluate and resolve issues; facilitates review discussion and decisions by the TCP Program Management Team.
  • Precise, clear technical written communications are essential to completing policy development.

Site-Specific Integrated Strategies.

  • Develops innovative site-specific strategies for integrating cleanup requirements under MTCA with other laws, rules and requirements.
  • Provides technical support to site managers.
  • Evaluates data with respect to various regulatory requirements,
  • Identifies other parties needed for key decision-making.
  • Composes technical memorandum documenting decision-making rationale.
  • Evaluates technical approaches for cleanup.

Serve as project manager and lead author for legislative-required program reports. 

  • The Policy and Technical Support Unit is required to complete a MTCA Biennial Report, Ten-Year Financing Plan, and a Model Remedy Report according to legislative directive.
  • The person in this position will be expected to manage one or more of these reports.
  • As project manager, work required will include preparation of workplans, organization of project meetings, direction of other staff and timely completion.

Required Qualifications:

A Bachelor’s degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field

 

AND

 

Four years of professional research or analysis experience with an institution engaged primarily in regulatory matters;

 

OR

 

Three years doing regulatory analysis for Washington state government, one year of which must have been as a Regulatory Analyst 2 level or equivalent.

 

An advanced degree in one of the fields listed above will substitute for one year of the desired experience.

 

Desired Qualifications:

  • Client and service oriented mindset. Experience in working in both the private and public sector.
  • Knowledge and experience working within the Toxics Cleanup Program.
  • Solid relationships within the brownfields industry, local governments, other agencies, consultants, service providers i.e. lawyers, economic development officials, etc.
  • Experience in working with EPA competitive grants, the process and requirements.
  • Flexibility and ability to facilitate innovation and programmatic changes that are needed to allow TCP to work effectively in rapidly changing circumstances while keeping a point A to point B focus.

 

Special Requirements/Conditions of Employment:

Project Management training from a certified project management institute. This training/certification may be obtained during first year of employment.
