The Waste 2 Resources (W2R) program is looking to fill a Recycling and Materials Management Policy Coordinator (Environmental Planner 4) position. This position will be located in either our Headquarters Building in Lacey, WA or in one of our regional offices across the state – the location will be determined based on where the finalist lives.

The Recycling and Materials Management Policy Coordinator position serves as a senior planner responsible for emerging policy issues affecting solid and hazardous waste and materials management.  Provides high-level, statewide policy analysis and program development for solid waste regulatory programs and financial programs supporting waste management, recycling, and public involvement.  Reporting to the Waste 2 Resources Program Manager, this position works with Waste 2 Resources staff and external recycling, materials management, and waste prevention stakeholders to coordinate the development, implementation, and evaluation of statewide strategies and programs.

Duties

The mission of the Waste 2 Resources (W2R) program is to reduce wastes through prevention and reuse, keep toxics out of the environment, and safely manage what remains.

Some of the key work activities of the Recycling and Materials Management Policy Coordinator position are:

  • Works in concert with the Senior Planner on emerging policy issues affecting solid and hazardous waste recycling, reuse, and materials management.
  • Researches and analyzes complex emerging issues statewide, and provides recommendations to the W2R Program Management Team.
  • Develops technical memorandum, best management practices documents, and reports on emerging strategies and programs for effective materials management.
  • Negotiates complex and often contentious policy issues with internal and external stakeholders, and state and federal agencies.
  • Participates on the Materials Management Team and the State Plan Team.
  • Assists with implementation of the State Plan and outreach with affected stakeholders, local governments, and state and federal agencies.
  • Facilitates and coordinates the development, implementation, and evaluation of recycling and waste prevention educational and informational resources including the effective use of social marketing and social media resources.
  • Working with WUTC, coordinate implementation of the Transporter Rule (WAC 173-345).
  • Assists with the update of the State Plan and works closely with the Policy Legislative Coordinator position on recycling policy issues.

 

Qualifications
Required Qualifications:

A Bachelor’s Degree involving major study in an environmental, physical, natural science, engineering, planning, or closely related field, AND five years of experience in project management, team leadership, staff management, or equivalent work experience of which three years of experience must include work on waste management issues in the private or public sector.

OR

A Master’s Degree in the above or closely related fields, AND three years of experience in project management, team leadership, staff management, or equivalent work which includes experience working on waste management issues in the private or public sector.

Desired Qualifications:

  • Knowledge of regulations governing solid waste management, recycling and reuse, including the transportation of recyclable material.
  • Knowledge of solid and hazardous waste management issues including recycling and reuse programs.
  • Environmental negotiations skills.
  • Strong communication skills, both written and verbal.
