The mission of the Air Quality Program (AQP) within the Department of Ecology (Ecology) is to protect, preserve, and enhance the air quality of Washington, to safeguard public health and the environment and support high quality of life for current and future generations.
 
Some of the key work activities of the Eastern Regional Office Air Quality Section Manager position include:

• This position reports to the Air Quality Deputy Program Manager, directly implements federal and state air quality laws and regulations in a 13 county area, manages the associated budget, and oversees the human resources involved to meet agency, program and section objectives.
• Manages the ERO AQP section and provides environmental services to protect air quality and assure compliance with air quality laws, policies, regulations and procedures in the region through development and  issuance of permits, technical assistance, consultation, community education and outreach including public meetings, air quality review, inspections, complaint response, enforcement actions, and legal defense of actions to achieve the maximum net benefit to citizens of the region and state.
• Manages section staff charged with preventing unhealthy air and violations of air quality standards; reducing pollution from industrial and commercial sources; reducing health and environmental threats from smoke; and reducing health threats from toxic air pollutants.
• Serves as the primary agency contact on interstate smoke and agricultural burn issues and cooperative agreements. Serves as the Chair of the state’s Agricultural Burning Practices and Research Task Force and as the agency representative to EPA Region 10 Executive Smoke Team. Negotiate, develop and guide the implementation of regulations and policies to reduce the impact of agricultural burning on human health and the environment in the state, balancing air quality objectives with stakeholder interests.
• Manages the section’s operations using advanced managerial knowledge and skills. It ensures that section employees have clear expectations, priorities and objectives and have the skills, training and tools to effectively accomplish their work in a fiscally responsible, efficient and customer friendly manner.
• This position ensures that resources are directed within the section to the most important work consistent with overall agency and air quality program priorities, staff are focused to do their work more efficiently effectively and solutions to air quality problems are effective and balance the needs of staff, the public and decision makers.
• The ERO AQP section manager controls a section biennial budget of approximately $3.2M and 18 FTEs; directly influences a program biennial operating budget of approximately $30.7 million; a capital budget of approximately $11.7 million; and indirectly influences the regional office administrative budget and use of regional support service positions.

Required Qualifications:

A bachelor’s degree in physical or natural science, engineering, law, planning, public policy, environmental studies, or other related field.
 
AND
 
Five (5) years of project management, regulatory, or planning experience.

A minimum of one year supervisory experience managing policy and technical staff.
 
Knowledge of advanced principles of management, budget planning, strategic planning, air quality science and personnel administration.
 
Ability to decipher multiple local, state, and federal laws and regulations regarding air quality management and administrative procedures requirements.
 

Desired Qualifications:

• Master’s Degree or higher in physical or natural science, engineering, law, planning, public policy, environmental studies, or other related field.
• Three (3) years of experience supervising technical staff in complex political environments.
