The Opportunity: The Washington State Department of Transportation (WSDOT) Procurement & Materials Management Office (PMMO) is currently recruiting to fill a permanent Procurement & Supply Specialist 3 position out of our Olympia, WA office. This is an opportunity for a supply chain professional who wants to help support the growing infrastructure of Washington State. The successful candidate will work out of the Procurement and Materials Management Office (PMMO) to administer supply chain direction and education to supply specialists and 1,000 maintenance and field personnel statewide on over $28 million in consumable inventory located at 642 locations. The ability to problem-solve and respond quickly to customers in an easily understood and efficient manner will be necessary in being successful in this position.
 
This team consists of dedicated professionals with lean supply chain management skills. The top candidate selected for this position will oversee statewide asset and financial accountability for over $100 million worth of consumable and stockpile transactions annually with a strong emphasis on life-cycle cost management, inventory control, and data integrity. This involves application of professional best practices in inventory control and accountability, supplier performance, and mitigation of risks so that the right materials are available at the right time in the right quantities. The successful candidate will be a driven, proactive team player who possesses a continuous improvement mindset. We need someone with exceptional communication and influencing skills, which will allow him or her to build relationships at all levels across the agency. Additionally, we are looking for someone who can perform in a fast-paced environment with the ability to balance daily tasks, training requirements and projects simultaneously. Candidates with prior experience in data analysis will be highly regarded.

This position will perform the following work:

  • Plan, organize and conduct highly complex inventory management analysis activities and customized customer training programs for the entire department.
  • Handle complex, multidimensional procurement and supply management problems requiring a high level of originality and independent judgment.
  • Perform market analysis and customer needs assessment studies to identify new contracting possibilities.
  • Make strategic sourcing decisions based on expert knowledge of procurement and lean supply practices.
  • Conduct independent analysis of inventory system utilization, workflow processes, and system design to eliminate duplication, improve accuracy, and assure optimum management of consumable inventory assets.
  • Prepare and conduct individual and group training sessions statewide on procurement and supply management practices, consumable inventory system, and management reporting systems.
  • Analyze inventory system data accuracy, user training, and management reports to determine necessary modifications or improvements.


An ideal candidate for this position will have:

  • Associate’s degree in business administration, logistics management, or closely allied field with six (6) college credit hours in supply management courses or twelve (12) contact hours in supply management seminars. Qualifying experience may be substituted year on a year basis.

AND

  • Four (4) years of total supply management experience.
  • Bachelor’s degree in business administration, logistics management, or closely allied field with twelve (12) college credit hours in supply management courses or twenty-four (24) contact hours in supply management seminars is desired, but not required.
  • The ability to obtain a Certified Professional in Supply Management (CPSM) OR Certified Professional Public Buyers (CPPB) within two years of appointment.
  • Experience with complex and multidimensional procurement and supply management analyses and forecasting.
  • Expert knowledge and working experience in supply management practices and policies.
  • Ability to communicate effectively both in the written and oral form.  The ability to interpret technical and complex information and present it to a large group.
  • Advanced use of personal computers and Microsoft Office applications including Word, Excel and Outlook.
  • Ability to travel frequently to department locations statewide for up to four consecutive days and up to ten days in a month.


Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the WFSE, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee’s initial 30 days in this classification.
