The Hazardous Waste and Toxics Reduction (HWTR) program within the Department of Ecology is looking to fill TWO Hazardous Waste Compliance Inspector (Environmental Specialist 3) (In-Training) positions. This position will be housed in our Northwest Regional Office (NWRO) in Bellevue, Washington.
The Hazardous Waste Compliance Inspector positions conduct field investigations of businesses, industries and public agencies that generate, transport and manage hazardous wastes. The positions provide technical assistance to persons subject to hazardous waste regulations with the goal of improving understanding and achieving voluntary compliance. Hazardous waste inspectors evaluate generator compliance with regulations addressing the proper management of chemical and physical risks associated with hazardous waste. Waste generators range from the neighborhood dry cleaner to major manufacturers and military installations. Risks associated with hazardous waste include: toxicity, ignitibility, corrosivity, reactivity, and persistence.We are looking for applicants who possess the curiosity and willingness to research deep into regulations when needed and without prompting, are able to successfully translate complex ideas and regulations to a variety of audiences, and who are willing to engage in potentially contentious discussions with others as well as the ability to diffuse conflict when necessary. Successful candidates will be problem solvers by nature, will be comfortable both seeking support from as well as providing support to colleagues when needed and who can demonstrate that they really care about both the people and environment involved as well as the issues at hand.

The Hazardous Waste and Toxics Reduction (HWTR) Program is made up of people dedicated to fostering sustainability, preventing pollution, and promoting safe waste management. We do many different things in a coordinated approach to protect the people and environment of Washington from pollution from hazardous products and waste.
Some of the key work activities of the Hazardous Waste Compliance Inspector positions at the Environmental Specialist 3 level include:
- Serving as staff environmentalists who independently plan, prioritize and conduct inspections of dangerous waste generators, transporters, used oil processors and TSDRs to determine compliance with regulations and state statutes and facility permits to ensure compliance.
- Providing compliance assistance and informal enforcement to achieve compliance.
- Leading investigations and responding to complaints, including interviewing, sampling, coordination with affected public agencies and attorneys.
- Preparing written documentation of inspections, observations, and recommendations to achieve compliance consistent with agency and program policies and procedures.
- Submitting or entering field investigation data into agency data systems such as RCRA Info, RSVP and ERTS.

The goal class for this position is an Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements for the Environmental Specialist 3 and 2 levels. If the finalist meets the requirements for the ES2 level then they will be placed into a training program to become an ES3 within a specified period of time.
Required Qualifications:
At the Environmental Specialist 3 Level: Salary Range 49 – ($3,700 – $4,857 Monthly)(Goal Class)
A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two (2) years of professional-level experience in environmental analysis or control, or environmental planning.
Additional qualifying experience will substitute, year for year, for education.
OR
One (1) year as an Environmental Specialist 2.
OR
A Master’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field; AND one (1) year of professional-level experience in environmental analysis or control, or environmental planning.
At the Environmental Specialist 2 Level: Salary Range 45 – ($3,203 – $4,191) Monthly
A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND one (1) year of professional-level experience in environmental analysis or control, or environmental planning.
Additional qualifying experience will substitute, year for year, for education.
OR
One (1) year as an Environmental Specialist 1.
OR
A Master’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Special Requirements / Conditions of Employment:- Must have or be able to obtain and maintain Driver’s License.
