Economic Analyst 3
(Permanent – Full Time)
The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Economic Analyst 3 position located in the Licensing Division at the Natural Resource Building in Olympia, Thurston County.

This position is the Agency’s economic expert for the Licensing unit, building forecast models, reporting on monthly revenue and provide data analysts that the division and the agency can use to make important financial decisions. The position works with the Division Manager, Division Management Team, and the budget office to monitors a $15 million dollar budget.  Position manages the workload as appropriate to achieve the agency’s forecasting, revenue, and economic data analyst needs to make sure the Division is meeting the requirements of the Division, TFM, and the Agency. This position interacts mainly with WDFW Budget Office, Division Manager, and Division Programs, and Executive team on status of recreation and commercial revenue collections, and budget performance. Position has minor interaction with the Comptroller and Internal Auditor.

Duties
  • Query data from Web Intelligence, to update statistical and fiscal reports (17-19 Biennium Revenue Report) based on daily, weekly, and monthly sales, as well as journal vouchers and revenue from other agencies. Compare real-time data with a baseline to monitor hunting and fishing trends. Maintain Excel functions and formulas to allow scrolling of month, and user ability to select desired fiscal year. Maintain worksheet comparing current state of the biennial forecast and propose the necessary adjustments. Monitor Journal Vouchers and provides analysis to the effect and how to best account for in document. Reviews WA Forecast Council updates to identify trends, the status of which is reported to management. Reviews ENSO (El Nino Southern Oscillation) from NOAA (National Oceanic and Atmospheric Organization) to identify weather conditions and forecasted trends which is reported to management. Development of stock portfolio to create an “outdoor index” to identify and track economic trends to identify competition of recreational portion of disposable income.
  • Independent research on micro and macro economics principles, while maintaining table of results to track growth over time to be used in analysis and forecasting. Provides analysis of the impact of license customer in relation to economic environment. Maintains a 10-year customer demographic forecast, repost’s on impacts of demographic migration between age bands. Through the use of technology such as Tableau, maintains data to identify trends and economic impact to participation and demographics. Provides this information to requestors and management. Aids marketing team in measuring impact
  • Interpreting and developing fiscal information related to commercial and recreational licensing legislation. Determination of what information and procedures are required to answer such questions. Collect required data and performance of mathematical and logical analysis. Planning, data identification and gathering, and preparing technical reports. Compiles economic research required to formulate equations for use in revenue forecasting. Preparation and maintenance of long term baselines used in revenue forecasting. Report preparation for Public Data Requests.
  • Develop dataset and query to provide real-time data to requestors of customer data, license sales, and fund and sub-source balance. Aid in analysis of requestors intention and outcome, help them reach their short and long term goals. Aid in Leaning Revenue and Static’s unit processes to become more efficient as well as accurate this includes implementing use of new reporting software like Tableau (recently acquired) and ARCGIS (currently in review process to propose purchase).
Qualifications
A Bachelor’s Degree in economics, public finance or closely allied field; and two years of professional experience in economic analysis.

OR

One year as an Economic Analyst in State service.

Professional experience in economic analysis may be substituted, year for year, for the required education, provided a Bachelor’s degree in economics, public finance or closely allied field has been obtained.

Additional graduate training in economics or public finance may be substituted, year for year, for experience.

Desired Qualifications

  • Strong attention to detail; experience with complex data with the ability to quickly find and correct non-reconciling items.
  • Possess advanced Excel skills with the ability to manipulate large linked spreadsheets.
  • Experience working with large reconciliations and the ability to perform without many errors. Knowledge of GAAP
  • Working understanding of AFRS and Web Intelligence, sufficient to properly prepares and enter JV’s associated with Cash and Revenue transactions.
  • Preparation of detailed documentation that illustrating reconciliations are complete and accurate, that will be used by agency and state auditors.

Retirement and Deferred Compensation

Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
