The Caseload Forecast Council (CFC) was created by the Legislature in 1997 to provide state government with accurate, unbiased, and transparent caseload forecasts as a foundation to the state budget process, and to provide accurate statewide adult and juvenile sentencing data as a foundation to criminal justice policies and practices.  Council employees are led by an Executive Director, who serves at the discretion of a Council composed of four legislative members and two executive branch members appointed by the Governor.

Duties
The Research Analyst performs professional-level research and analysis of superior court data relating to adult and juvenile populations in institutions and in the community (work release and community supervision). This position compiles, codes, and analyzes data from Judgement and Sentence (J&S) forms that detail superior court sentences or dispositions of offenders convicted of crimes.

The Analyst assists senior-level staff by developing and analyzing charts, graphs, and tables from data files and performing editing, reliability, and validity checks of compiled data.

Responsibilities include, but are not limited to:

  •  Performing first-level professional work in research, statistics or data analysis primarily in the criminal justice arena;
  • Compiling, coding, and analyzing data from superior court Judgment and Sentence (J&S) forms that detail juvenile dispositions;
  • Managing, organizing, archiving, and backing up information after compilation into the system for later retrieval and record requests;
  • Monitoring and evaluating the validity of administrative data;
  • Preparing tables, charts, graphs and statistical reports;
  • Composing routine correspondence to furnish, request, or clarify information primarily related to the accuracy of J&S forms;
  • Writing summaries, histories and reports of limited scope;
  • Collaborating with programmers, systems analysts, and research analysts;
  • Participating in meetings to assist in developing methodology;
  • Following well-defined plans, methods and procedures and gathering, compiling, coding, classifying and analyzing data in accordance with these plans and procedures;
  • Working under the direction of a senior analyst who reviews work for accuracy and completeness;
  • Upholding the CFC’s mission of providing accurate and unbiased data to inform state budget writers and policy makers.
Qualifications
DESIRABLE QUALIFICATIONS:

  • A Bachelor’s degree, including coursework in statistics or one year of work experience in statistics, analysis, or research OR equivalent education/experience;
  • An interest in the Washington State criminal justice system;
  • Intellectual curiosity and a proactive approach to problem-solving;
  • Attention to detail;
  • Ability to interpret data and make computations quickly and accurately;
  • Demonstrated proficiency using Microsoft Word, Outlook, Excel, Access, Adobe Acrobat, PowerPoint, scanners, and other software;
  • Experience working with administrative databases.

THIS POSITION IS EXEMPT FROM CIVIL SERVICE.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
