The Office of Economic Development and Competitiveness in downtown Seattle is seeking a visual design expert to serve as the Communications Consultant 3 in the Rural & Marketing Strategies Unit.This position supports Commerce’s efforts to create awareness of the state as a preferred place to do business, invest, conduct trade and locate business operations. The successful candidate take the lead on a wide range of interesting, high-profile projects, from advertisements and print collateral to graphics for websites and international trade show exhibits.
Duties
  • Evaluate the communication needs of agency teams, determine the correct channels for communicating this information and execute multi-tiered print and digital designs to deliver them to identified stakeholders.
  • Advise internal clients on the most efficient and effective means of producing the project, using best practices and cost-saving alternative methods when possible.
  • Present possible designs to clients, incorporating recommended changes into the final design while adhering to OEDC and Commerce’s established story, brand, visual look and tone.
  • Within established brand guidelines, establish the colors, images, text style, layout and visual approach of printed and digital works.
  • Establish and maintain production schedules to ensure timely delivery of finished products to domestic and international print vendors; coordinate shipping as necessary and format to proper U.S. and international printing formats.
  • Provide ongoing counsel to clients, bringing new, actionable ideas to the table in terms of channels, tools, techniques and technologies that advance OEDC’s marketing and communication goals and objectives.
  • Work with printers to secure bids and produce finished products that are of the highest possible quality within required budgets and timeframes.
  • Collaborate with OEDC and Commerce Communications to develop ongoing social media and web content that supports Choose Washington brand and promotes Washington State’s sectors, businesses and position state as an innovative, inventive economy.
  • Write, edit and post copy on targeted digital media channels, including Pinterest, YouTube and OEDC’s business blog on ChooseWashington.com.
  • Review all Marketing Services copy for spelling, clarity, grammar, style and correctness, adhering to Commerce and OEDC style.
  • Utilize available measurement tools to gauge progress and mine insights while continually finding ways to improve those metrics through testing and initiatives.
Qualifications
Required Qualifications:

  • A Bachelor’s degree in visual design, fine arts, graphic design, communications or related field and three years of experience in visual design.
    • Additional professional level work experience in graphic design, communications, journalism, public relations or marketing may be substituted year for year for education.
  • Two years social media writing experience, including Facebook, Twitter and website blogs.
  • Fluency in Adobe Creative Suite, especially InDesign, Photoshop and Illustrator.

Required Competencies:

  • Ability to work under pressure, handle multiple projects simultaneously, manage budgets and maintain confidentiality of work performed.
  • Knowledge of marketing, communications and branding.

Preferred/Desired Qualifications:

  • Experience with WordPress.
  • Experience with site analytics (Google Analytics, etc.).
  • Some creative, advertising or marketing agency experience desirable.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems‘ web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)

You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
