Job Summary

In support of the USAID Pacific Climate Ready project, thehome office Program Manager (PM) will serve as a central member of the home office project management unit (PMU) in the Environment & Infrastructure division of AECOM International Development (IDEV). The PM will manage client contracts, support project field operations, and coordinate home office project management. The PM support overall operational, contractual and financial management of the project and coordination and management of field office operational staff. The PM will be responsible for supervising one or more Associate Program Managers and/or Program Coordinators, providing guidance, training, and mentorship as part of the PMU or the broader team. S/he will serve as AECOM’s operational representative and the primary point of contact for contract deliverables and approval requests to the client. The PM will also regularly contribute to business development efforts and participate in divisional and corporate initiatives. The PM will report to either the Senior Program Manager or Director.

The USAID Pacific Climate Ready Project, implemented by AECOM, will provide a wide range of high-level, high-visibility technical assistance and capacity-building support in climate change adaption (CCA) and CCA finance. Project objectives include: (1) strengthening and mainstreaming CCA policies and laws; (2) enabling access to multilateral and bilateral climate change funds; and (3) strengthening implementation of CCA projects. Target countries will include: Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Essential Responsibilities:

  • Responsible for overall project management from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors
  • Serve as primary problem solver for the project and is the Chief of Party’s counterpart in the Home Office.

Contracts

  • Be thoroughly familiar with relevant policies and procedures including: US and project host country laws and regulations; AECOM policies and procedures; USAID regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures
  • Provide contractual quality assurance, control, and compliance, with guidance from the Contracts Administrator as required. Oversee all home and field office procurement and property management
  • Manages home office relationships with USAID, including necessary approvals and requests

Operations

  • Manage project start-ups and closeouts, including planning, record management, and traveling to the field as appropriate. Oversees disposition of non-expendable equipment and other project assets
  • Monitors consultant and subcontractor performance
  • Train, mentor, and supervise Associate Program Managers and/or Project Coordinators and delegate tasks to project team members
  • Oversee recruitment and personnel management of long- and short-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation
  • Serve as principal AECOM point of contact with U.S. and third country-based subcontractors’ contract representatives. Develops subcontracts, facilitates communication with field and home office project leads, and reviews and approves subcontractor invoices
  • Ensure that all project technical deliverables are formatted with the proper branding requirements established by the contract and sent to the Development Experience Clearinghouse or the Prime Contractor and properly archived in the home office filing system
  • Provide in country support to the field team as needed

Finance

  • Responsible for project financial management, including monthly review and approval of field office expenditures, client invoices, and ensuring necessary back up documentation is complete and accurate
  • Monitor project budgets, prepare budget modifications, and compile accrual, pipeline, and cost-to-complete reports for both AECOM and clients as necessary

Business Development

  • Support business development, as required, through research, writing proposal sections, recruitment, partner identification and management, and the development of past-performance and qualifications statements

Management/Leadership Responsibilities

  • Train, mentor and supervise Project Coordinators (PC), interns, and delegate tasks to project team members
  • Provide Associate Program Manager (APM), if applicable, with growth opportunities, including adjusting tasks and assigning some discreet Program Manager (PM) functions to the APM, which may involve taking on more PC/APM tasks
  • Provide trainings to PCs and APMs and serve as an advisor/mentor to PCs or APMs that do not have a PM on their project
  • Proactively engage in self-driven professional development, learning and growth, including taking courses on AECOM University, external training, attending events, developing technical skills, etc.

Minimum Requirements

  • 4-7 years of direct USAID donor funded program/project management, implementation, and/or support experience
  • Bachelor’s degree in a related field, such as International Relations, Political Science, Government, Economics, Business, or International Development
  • Familiarity with donor regulations and policies, preferable USAID regulations adn policies (including AIDAR and FAR), especially as they relate to contracting and procurement
  • Proven experience managing program/project budgets, including budget tracking and forecasting
  • Strong interpersonal skills, and ability to work independently and in a team
  • Proven ability to take the initiative in finding solutions to complex challenges
  • Detail-oriented with good organization and prioritization skills
  • Willingness to travel and work overseas up to 25%, sometimes on short notice and to remote and insecure places
  • Willingness in managing and mentoring junior level staff
  • Interest in environment, infrastructure, energy and/or water resources management
  • Fluency in English

Preferred Qualifications

  • Experience managing USAID projects
  • Advanced degree in relevant field
  • Experience living and/or working abroad
  • Previous staff management experience
