These are two exciting career service positions supporting engineers and transportation planners by applying environmental planning and technical skills to every Transit capital project and program, including bus bases (new and expanding), passenger facilities, RapidRide, overhead trolley, layover, and corridor projects. These positions will also support environmental review of other agencies’ major projects that affect the provision of transit services by Metro Transit.

Position Information
This recruitment will be used to fill two career service positions.  These positions are open to the general public and all King County employees. In addition to filling the current career service positions, this recruitment may also be used to establish a pool of eligible candidates to fill future career service and/or temporary vacancies in this classification that may occur over the next twelve months.

These positions are located in Metro’s King Street Center offices in downtown Seattle, near the International District, waterfront, entertainment venues, and conveniently located by regional bus and Link Light Rail lines.

The standard work week is 8:00 a.m. – 5:00 p.m. Monday through Friday timeframe; however, alternative work schedules will be considered.  Occasional work may be required during evenings and weekends. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible overtime pay.

Job Duties

Job Duties May Include

  • Identify and analyze environmental issues on capital projects by interpreting internal and/or consultant studies and documentation; ensure environmental permits are compliance are obtained to meet the schedules for project design and other permit procurement.
  • Support the department’s more senior Transit Environmental Planners in the administration of Transit’s lead agency role under the State Environmental Policy Act (SEPA).
  • Assist more senior environmental planners with making threshold determinations for Transit capital projects or programs to ensure compliance with state environmental laws and administrative rules.
  • Assist in developing methodology for and performing environmental field studies, identify results, and assess potential impacts on the natural and built environment by Transit operations, construction, or other Transit activities. Maintain data on previous and new studies, identify issues and concerns, and resolve contradictory data sources. Review and verify environmental information submitted by consultants.
  • Act as the liaison between the Section and Divisions and other agencies or jurisdictions with respect to environmental impacts on or by transit activities or property.
  • Analyze data, write comprehensive reports, and prepare technical documents and maps for use by engineering and other technical staff, elected officials, management, and the public.
  • Provide environmental consultation to engineering, operational, and planning functions, identifying and implementing solutions to problems related to disciplines such as hazardous materials management, noise, and air quality.
  • Review proposed plans and projects from external sources to determine environmental impacts including impacts to transit facilities and services; determine applicable federal, state, and local environmental laws; and analyze applicability to environmental projects.
  • Assist in the preparation of requests for proposals and participate in the selection of environmental consultants as needed; draft scope of work and budget estimates in consultation with senior staff; and direct the work of consultants.
  • Coordinate public involvement and other external review processes.
  • Serve on inter-departmental or inter-governmental committees.
  • Negotiate the environmental review process and mitigation measures for simple to moderately complex agency projects with other departments and jurisdictions.
  • Work with staff to develop and implement policies and procedures for environmental review and compliance.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications

  • Bachelor’s degree in Environmental Planning or related field, and previous environmental planning experience OR any combination of education and experience that clearly demonstrates the ability to perform the duties of the position.
  • Advanced knowledge of the environmental planning field.
  • Knowledge of federal, state, and local environmental laws and regulations, including the Washington State Environmental Policy Act (SEPA), and the National Environmental Policy Act (NEPA) and proficient in their application.
  • Knowledge of regulatory performance standards and measures (including field equipment) used to determine environmental conditions that could be impacted by transit facilities and/or operations, particularly air and water quality, hazardous materials and wastes, noise levels, and traffic congestion and proficient in their application.
  • Knowledge of analytical methodologies, familiar with current FTA guidance on NEPA, environmental assessment guidelines, and GIS-based programs.
  • Knowledge of environmental assessment guidelines, cultural resource protection laws, and the Model Toxics Control Act (MTCA).
  • Knowledge of project management practices.
  • Knowledge of technical, engineering, and/or scientific disciplines related to public facilities and infrastructure
  • Knowledge of contracting processes.
  • Skill in evaluating technical concepts and making recommendations.
  • Ability to engage in and sustain relationships with people from diverse cultures and socio-economic backgrounds.
  • Ability to work independently and as a member of a team.
  • Ability to perform research and data analysis.
  • Ability to think conceptually, observe and evaluate trends, and to analyze and draw logical conclusions.
  • Ability to work on multiple projects concurrently based on department priorities.
  • Ability to use time effectively and manage competing priorities as needed to meet deadlines.
  • Ability to effectively communicate both verbally and in writing.
  • Demonstrated proficiency with business applications, such as Microsoft Office 365.

Work Environment
Work is primarily performed in an office environment with occasional field visits involving monitoring or testing for noise, hazardous materials, historic preservation and other environmental support activities.
