fishing, wildlife viewing and hunting, protect and restore habitat and enforce laws that protect fish and wildlife

Property and Acquisition Specialist 4
(Permanent)
The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Property and Acquisition
Specialist 4 position located in the Wildlife Program, Region 5 Vancouver Headquarters.
The mission of the WDFW is to preserve, protect and perpetuate fish and wildlife and provide fish and wildlife
related commercial and recreational opportunity, In support of this mission WDFW manages over 1 million
acres of owned and controlled lands including hatcheries, shellfish beds, wildlife areas and public fishing
access sites. Under limited supervision, this position performs specialized and complex duties in real estate
services, property management, appraisal comprehension and obtaining funding.
DUTIES:
· Investigates, negotiates, and concludes complex transactions with land owners for the purchase of real
property and property rights.
· Negotiates real estate related agreements with other entities as a representative of the agency to secure
fish and wildlife habitat and recreational access.

· Makes site inspections of areas proposed for wildlife areas and water access sites.
· Prepares letters of intent and acquisition checklist packets including preparation of property assessment,
pictures, maps, and ownership records.
· Orders title; makes appraisals and environmental assessment request and reviews all.
· Drafts and negotiates purchase options including unusual conditions of purchase.
· Conducts property management functions associated with property rights on WDFW owned or controlled
lands.
· Makes site inspections of WDFW owned and controlled lands as needed.
· Prepares and issues commercial and recreational use permits.
· Responds to public inquires.
· Drafts documents including easements, leases, land use permits, right of ways and rental agreements.
· Prepare checklist and issue rights of entry for restoration projects.
· Consults with and provides real estate related recommendations to internal and external administrators
such as county official, federal and state agencies, county commissions, property management firms, land
trust and other conservation organizations, public utility district, federally recognized tribes, attorneys and or
other related associations.
· Surplus property identification.
· WDFW 20/20 process, assist in state and federal grant applications.
· Negotiates tribal restoration projects on WDFW lands.
· Provides staff with assistance, research and information for WDFW projects.
· Answers inquires and/or attends meetings with outside agencies.
· Assigns and conducts the disposal process of excess property, including auctions of real and personal
property and state owned buildings.
· Prepare packages for district teams and regional management team review and approval.
· Prepare surplus property checklist and forwards to Olympia.
· Prepare and send bid packets, legal notices/advertising, conduct sealed bid auctions.
· May conduct compliance inspections.
· Assist Regional Director with time sensitive Lands related issues,
· Internal customer service-research provides records for project needs.
· May lead or supervise lower level staff.
QUALIFICATIONS:
Knowledge of real property law.
Legal descriptions and survey,
Title examination and procedures,
State and federal grant procedures,
Negotiation strategies,
Natural resources,
Contract management.
Strong computer skills, proficient with Microsoft Excel, Microsoft Word and a working knowledge of other
current software programs.
Valid Washington State Driver’s License.
Preferred/Desired Qualifications:
Bachelor’s degree involving a major study in business or public administration, real estate, economics,
accounting, park planning, wildlife management, forestry, natural resource management or public property
management.
AND
Three years of experience appraising, selling, managing, leasing or purchasing real estate and negotiating
ownership transactions. Auditing and/or appraising commercial and light industrial real or personal property may
be considered.
OR
One year experience as a Property and Acquisition Specialist 3.
