Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

Position(s) will be filled under the Department of the Army Recent Graduates Program.

The Department of the Army Recent Graduates Program affords developmental experiences in the Department of Army intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position.

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

This is a developmental position. Although assignments will become progressively more difficult, the Regulatory Specialist will be given closer-than-normal supervision until the full-performance level (GS-11) is reached.

You will:

  • Evaluate permit applications.
  • Conduct compliance inspections of activities in waters of the United States authorized under the Clean Water Act, the Rivers and Harbors Act of 1899, and/or the Marine Protection, Research and Sanctuaries Act.
  • Aid in the development of procedures to implement directives from higher authority.
  • Serve as District representative in groups and task forces with missions of interest to the regulatory program.
  • Implement initiatives that facilitate effective, efficient, and consistent administration of the regulatory program.

Experience required:

In addition to the basic education: Your resume must describe at least one year of experience which prepared you to do the work of this job. Specialized experience is defined as: assisting in preparing technical environmental or biological reports and/or studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of basic environmental/biological regulations
  • Skill in verbal and written communication
  • Ability to self manage

 
 

BASIC EDUCATION REQUIREMENT:

In addition to meeting specialized experience for this position, you must meet the specific educational requirements for the occupational series as described below.  Transcripts are required at the time of application.
