Appeals and Document Coordinator (Management Analyst 1)

The Rules and Accountability section of the agency’s Governmental Relations program is the point of contact for Ecology’s performance and accountability measures and Lean efforts.

This section: ·

  • Oversees Ecology’s rule-making activities.
  • Evaluates and analyzes proposed legislation.
  • Develops Ecology’s enforcement boilerplates.
  • Coordinates Ecology’s performance measures and accountability processes.
  • Maintains Ecology’s Docket Management System for agency enforcement actions and processes all appeals received.
  • Manages content for Ecology’s Laws and Rules Internet site.

 

The Rules and Accountability section of the Governmental Relations Office is currently looking to fill an Appeals and Docket Coordinator (MA1) position that will be located at our Headquarters Building in Lacey, WA.

 

Responsibilities include:

  • Agency-wide coordination of a key data reporting system. This position provides credible, accurate and timely data on enforcement actions, penalty assessments and payment.
  • Timely processing appeals and applications for relief, and has a high degree of responsibility in coordinating with the Attorney General’s Office, Environmental Hearings Board, and Office of Financial Management. As Docket Management System (DMS) administrator and Boilerplate Coordinator, this position works closely with agency employees.
  • Providing quality assurance and customer information by maintaining and providing enforcement and appeal data. This involves developing and updating tables, graphs, summaries, reports, boilerplates, internet and intranet sites, and SharePoint sites. This position is the key DMS education provider for agency staff, and is responsible for updating and maintaining enforcement boilerplate guidance, and providing reports.
  • Web coordinator and publications coordinator for the section. This involves updating and posting new information related to rulemaking, enforcement, penalties, and other topics managed by the section. As section publication coordinator this position is responsible for loading all new and revised rules into Biblo along with any section specific publications. In these roles this position participates in the agency-wide web coordination team and the publication coordinators team. This position assists with rule filings and project tasks assigned the Rules and Accountability Section.
  • Assisting the section manager; rules coordinator and section rules team meet by providing administrative and project-related support to the section as needed.

Required Qualifications

Bachelor’s degree with coursework in computer systems, information technology, social or physical sciences, economics, mathematics, or related fields.

Ability to communicate technical information and instruct others over the telephone and in person. Demonstrated written and verbal communication skills.

Note:
Each year of experience working with data systems in a regulatory environment may be substituted for each year of education.
