Field Coordinator (Environmental Engineer 2) (In-Training)

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

The program’s Tacoma Smelter Plume (TSP) & Site Management Unit in the Southwest Regional Office in Lacey, WA is looking to fill a Field Coordinator (Environmental Engineer 2) (In-Training) position.

             This is a project position that is funded until June 30, 2021.

Under supervision of a registered professional engineer, this position serves as a field coordinator overseeing the contractors conducting sampling and remedial actions on property cleanups as part of the Tacoma Smelter Plume Yard Cleanup Program and Soil Safety Program. This position plans, develops, and oversees cleanup actions at residential properties and parks/childcares. This position requires knowledge of public works contracts. This position also requires coordination with contractors, property owners, and local government.

 

The TSP Yard Program and Soil Safety Program are elements of the complex Tacoma Smelter Plume (TSP) project. The TSP Yard Program is focused on soil sampling and remediation of residential properties, and play areas at multi-family housing. The Soil Safety Program focuses on play areas at schools, childcares, parks, camps, and public housing. It is estimated that nearly 1600 properties will need to be addressed by these programs. The TSP Yard Program and Soil Safety Program are high priority projects for the Toxics Cleanup Program covering two regions – the Northwest Regional Office (NWRO) and the Southwest Regional Office (SWRO). Funding for this work comes from the Asarco bankruptcy settlement.

Under the supervision of a registered professional engineer this position:

  • Provides engineering oversight for the planning, design and construction of cleanup of individual residential yards and public park properties.
  • Oversees the property sampling contractors in the field; may perform sampling tasks.
  • Reviews sampling data and the engineering designs, site plans, engineering oversight of the construction contractors in the field.
  • Provides technical assistance and works with homeowners regarding sampling and when cleanup actions are necessary; keeps homeowners informed of timing of work.
  • Documents worksites during construction through photographs and note taking.
  • Performs or oversees compliance sampling during construction and provides engineering direction to the contractor for further cleanup actions.
  • Assists with data management and file documentation.
  • Assists with six month or one year review of cleanup actions.
  • Works closely with the TSP Remediation Manager and Assistant Remediation Manager.
  • Coordinates with the Tacoma Smelter Plume Team.
  • Provides input on the larger TSP project activities as requested.
  • Coordinates with the Public Outreach Coordinator. Provides input on outreach documents and strategies as requested.

Required Qualifications

Environmental Engineer 2 (Salary Range 61 – $4429 – $5813)

Master’s degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND

One year of experience in environmental engineering.
OR

An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
AND

Two years of environmental engineering experience.

Environmental Engineer 1 (Salary Range 55 – $3819 – $5010)

A Master’s degree with major study in one of the following engineering fields, sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
OR

An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields, sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.

AND

One year of environmental engineering experience.

College Career Graduate – Engineering and Architecture (Salary Range 49 – $3293 – $4322)

A Bachelor’s degree involving major study in mechanical, electrical, chemical, civil, environmental engineering, architecture, urban planning, or a related field.

College or university students, including state employees, who are enrolled and scheduled to complete their degree requirements within 9 months may apply. The degree must be achieved, however, prior to appointment.
