Environmental Policy Analyst (Management Analyst 4 In-Training)

The Rules and Accountability section of the Governmental Relations Office is currently looking to fill an Environmental Policy Analyst (Management Analyst 4) (In-Training) position that will be located at our Headquarters Building in Lacey, WA. This position participates in economic, scientific, environmental and health-related analyses. This includes contributing, reviewing, evaluating, researching, and/or interpreting statistical data and information. The position prepares reports in complete, accurate and appropriate formats (i.e., written documents or spreadsheets) for presentation to Ecology staff, the Ecology Executive Management Team, Program Management Teams, and various other groups as requested. The primary functions of this position are: Project management and planning for Ecology’s biennial customer survey, analysis and review of reports, policies, and economic analyses. This position develops fiscal notes and supports agency Rulemaking activities. This is an opportunity to be part of a high performing team in a fast-paced environment. The mission of the Government Relations Rules and Accountability Section is to gather, provide, and report timely and accurate data and information related to rulemaking and performance management, and to coordinate and oversee related processes. Work assigned to the Rules and Accountability Section, including work assigned to this position, varies depending on the projects assigned to Ecology by the legislature, the state auditor’s office, and the governor’s office.

QUALIFICATIONS: |
Requirements to Qualify at the Management Analyst 3 level: (Salary Range 52 – $3655 – $4793 Monthly) A Bachelor’s Degree in environmental economics, environmental planning, or environmental or natural science or closely related field AND two years of work experience as a research analyst, environmental planner, environmental policy analyst or equivalent education and experience.
OR
A Master’s Degree in public administration, environmental planning, community and regional planning, environmental science, or a closely related field, AND one year of experience conducting research, analyzing policies, laws, rules, or regulations, or a combination of equivalent education and experience.
Requirements to Qualify at the Management Analyst 4 level: (Salary Range 58 – $4237 – $5557 Monthly) A Bachelor’s Degree in environmental economics, environmental planning, or environmental or natural science or closely related field AND three years of work experience as a research analyst, environmental planner, environmental policy analyst or equivalent education and experience.
OR
A Master’s Degree in public administration, environmental planning, community and regional planning, environmental science, or a closely related field, AND two years of experience conducting research, analyzing policies, laws, rules, or regulations, or a combination of equivalent education and experience.
Requirements for the Management Analyst 3 and 4 levels: Knowledge of: environmental planning principles, techniques, and emerging issues and trends; environmental laws, government structure, macro and micro economic principles, scientific research methods; statistics; English grammar, syntax, punctuation and vocabulary.
