The Spill Prevention, Preparedness, and Response (SPPR) program is looking to hire a Marine Risk Management Lead (Marine Transportation Safety Specialist 3). This position can be located either in our HQ Building in Lacey, WA or in our Northwest Regional Office (NWRO) in Bellevue, WA.

 

The duties of this position include working with key stakeholders to conduct risk assessments of bulk oil transportation of oil by vessels to facilities, impacts from fuel on vessels to include all grades as fuel, bunkering, and collaboratively develops risk mitigation measures. This position conducts investigations to determine cause, and provides technical assistance to ensure compliance with applicable vessel design, safety, and environmental protection standards and leads a team that conducts inspections. As the lead, this person is the vessel risk technical expert who will have the responsibility to publicly present and discuss findings or outcomes from investigations or studies.

 

We are looking for applicants who have good communication skills, are able to demonstrate they have complex project management and analytical skills, have inspection and investigation skills and are able to lead a team of experienced vessel inspectors.

The Spill Prevention, Preparedness, and Response (SPPR) program’s mission is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness, and response program. The Spill’s Program’s vision is to prevent, prepare for, and respond aggressively to oil spills; to be our best for the State of Washington. Our Spills goal is “zero spills”.
Some of the key work activities of the Marine Risk Management Lead include:

  • Examining the transportation of oil through marine waters in order to conduct spill risk assessments and risk mitigation measures.
  • Analyzing data and trends on vessel, navigation, oil volumes and oil types, spill causes, tug, towing and pilotage.
  • Collaborating with stakeholders to consider risk factors, net benefits, create and implement risk mitigation measures, for cargo and/or fuel impacts and an awareness of other fuel and cargo (for example LNG) in regards to the waterway safety and its users.
  • Examining roles and responsibilities of federal, state, local and tribal entities in oil spill response, the unique operating environments and characteristics of Washington State and the federal and state legislative and regulatory framework.
  • Addressing challenges, gaps and potential impacts and consequences of marine risk to transportation networks, critical infrastructure and communities.
  • Writing reports and papers and representing the Spills Program in presenting the outcomes.
  • Managing risk study contracts. Making study, risk, and mitigation data available to the public.
  • Representing the Spills Program at meetings and committees such as Harbor Safety Committee’s and other assigned forums.
  • Providing training, dispatching, leading and consulting expertise to the Prevention Section in the performance of vessel inspections on board regulated vessels including those participating in Washington’s Voluntary Best Achievable Protection (VBAP)/Exceptional Compliance Program (ECOPRO) programs.
  • Performing oil transfer monitoring inspections for vessels and facilities.
  • Supporting the spill response investigation work of program by providing technical assistance, and/or performing spill incident and marine accident causal analysis investigations in field responses. This position also participates on the Spills Incident Management Team (IMT).

Required Qualifications:

 

Bachelor’s of Science degree in Marine Transportation, Marine Engineering, Naval Architecture or closely related science field AND four years of experience in marine transportation in the field of shipping management or marine engineering or superintendence, or marine safety focused in marine inspection or oil transfer operations with a strong understanding of the marine transportation system;

 

OR

 

Master’s of Science degree in Marine Transportation, Marine Engineering, Naval Architecture or closely related science field AND two years of experience in marine transportation in the field of shipping management or marine engineering or superintendence, or marine safety focused in marine inspection or oil transfer operations with a strong understanding of the marine transportation system;

 

OR

 

Three years of experience as a Marine Transportation Safety Specialist 2 (MTSS2) performing industry marine deck department or marine engineering operations management oversight activities, provided that a Bachelor’s of Science degree in Marine Transportation, Marine Engineering, Naval Architecture or closely related science field has been obtained. Complete documentation of your marine deck department or marine engineering department operations experience is required in the application.

 

AND

 

Demonstrate extensive knowledge and expertise in maritime transportation procedures, safety management practices, and oil transfer procedures; understanding of commercial fishing and towing vessel operations and systems and environmental compliance programs; international and federal maritime regulations and federal and state environmental regulations; design, construction and operation of vessels, team/small organization leadership, with emphasis on vessel deck department or engine department operations and management and oil transfers as cargo or fuel; and in regards to marine safety, marine inspection field of experience related to hull, drills, oil transfers, and deck or engine department activities.


Desired Qualifications:

At least two years of experience in the following areas:

  • Conducting and/or inspecting commercial vessels operations and oil transfers from vessels or facilities; knowledge of principles and practices of commercial vessel operations and oil transferring oil to or from vessels or facilities.
  • Design, construction, and operation of tank vessels or cargo ships.
  • Spill response and preparedness.
  • Investigations.
  • Methods and procedures in establishing and administering an environmental program.
  • Laws and regulations governing oil spill prevention, preparedness or response, and environmental protection.
  • Proof of a valid or expired United States Coast Guard license as a Master or Mate (of 1600 Gross Tons or greater) or Chief or Assistant Engineer, AND proof of a valid or expired merchant mariner’s document (MMD) endorsed as a Tankerman- Person in Charge (PIC) or equivalent both in good standing (i.e., was not suspended or revoked by the U.S. Coast Guard through an Administrative process) with at least two or more combined years of service under that license or MMD endorsement.
  • State or Federal Maritime Academy Degree, including U.S. Naval or U.S. Coast Guard Academy.
  • At least two years seagoing experience as Officer in Charge of a Navigation Watch, Engine Department Watch, or Tankerman-PIC.
  • Prior experience/credentials as a vessel inspector/examiner, commercial fishing vessel safety examiner, towing vessel examiner, for marine safety and environmental protection standards, (e.g., Marine or Classification Society Surveyor; U.S. Coast Guard Marine Inspector; Port State Control Vessel examiner, or 3rd party vessel auditor with knowledge of commercial towing and/or fishing vessels.
  • Leadership experience of large and small teams, complex project management, and strong analytical skills.


Special Requirements / Conditions of Employment:

  • The position normally works in a relatively sedentary open office environment, working with computers and other office equipment for long periods of time. However, position also may require vessel inspection and spill response support or investigative field work which could involve several hours of standing, walking, or squatting each day.
  • This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 300, 700 and 800.
  • Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
  • Be able to obtain the Transportation Worker Identification Credential (TWIC) card which entails a detailed background check.
  • Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
  • Hold and maintain a valid Washington driver’s license and be able to operate a motor vehicle.

 

Working Conditions:

This position may be required to act as after-hours duty pager on regular rotation. This may include the following conditions:

  • Work long hours day and night.
  • Must travel with little or no notice.
  • Travel may include travel by vehicle, vessel or air.
  • Must maintain physical ability to climb gangways and potentially up to ten steel deck levels on ship ladders and stairwells and be able to push/pull, reach out and grasp and/or lift objects weighing up to 30 pounds.
