The Shorelands and Environmental Assistance (SEA) program is looking to fill a NEP Project Lead to Protect and Restore Puget Sound Watersheds (Environmental Planner 4) position. This position could be based either out of our Northwest Regional Office in Bellevue, WA or at our HQ Building in Lacey, WA. The location of the position depends on the successful candidate.

 

This position will be responsible for overseeing, managing and coordinating the activities in the National Estuary Watershed Protection and Restoration Grant Agreement between Ecology and the EPA. This includes implementing the “watershed framework” and restoration and protection actions/strategies to restore Puget Sound ecosystems. This position oversees and manages sub awards under the NEP Watershed grant. This position will serve as the principal point of contact for the Watershed Protection and Restoration grant. The incumbent is expected to represent the interests of the Department of Ecology SEA and Water Quality Programs and the Department of Commerce in meetings with other lead agencies, advisory committees, the Puget Sound Partnership (PSP), and EPA.

 

We are looking for applicants who have excellent communication skills, strong relationship building skills, are detail oriented, able to multi-task, and who enjoy working in a fast paced environment. Previous budgeting experience would be a plus.

The Shorelands and Environmental Assistance (SEA) program helps communities manage shorelands and wetlands. Our primary focus is on state and local responsibilities for administering Washington state and federally-delegated laws. Our mission is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests.

 

The goals of the Water Quality Program are to prevent and clean up water pollution and to help communities make sustainable choices that reduce and prevent water quality problems. The program also aims to provide water quality partners with technical, financial and education assistance. We produce useful water quality information for the public and our partners.

 

Some of the key work activities of the NEP Project Lead to Protect and Restore Puget Sound Watersheds include:

  • Serves as the senior planner on the agency program initiative to develop strategies and actions for protecting and restoring Puget Sound watersheds.
  • Manages the sub-award grants for the watershed protection and restoration grant.
  • Uses advanced knowledge of environmental planning principles, represents the SEA and WQ programs and the agency in administering the watershed protection and restoration grant in interaction with other lead organizations (LO), advisory committees, Puget Sound Partnership (PSP), Commerce, WDFW and EPA.
  • Represents the interests of the agency in coordinating and negotiating with external parties regarding the watershed protection and restoration project at policy level meetings with Puget Sound Partnership (PSP), Commerce, WDFW and EPA.

Qualifications:
 

Required Qualifications:

A Master’s degree or above with major emphasis in land use, urban, regional, environmental or natural resource planning; geography; land use or environmental law; public administration with an environmental emphasis; physical or natural sciences; or closely related field,

 

AND

 

Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development

 

OR

 

A Bachelor’s degree in land use, urban, regional, environmental, or natural resource planning; geography; land use or environmental law; public administration with an environmental emphasis; environmental, physical or natural sciences; or, closely related field;

 

AND

 

Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

 

OR

 

One year of experience as an Environmental Planner 3 provided a Bachelor’s degree in one of the fields listed above has been attained.

 

Desired Qualifications:

 

  • Ability to use independent judgment and critical thinking.
  • Demonstrated understanding of issues related to natural resource management including laws, regulations and policies.
  • Demonstrated clear writing skills; ability to make timely decisions; and effective negotiation skills.
  • Ability to communicate planning and watershed ecology concepts effectively.
  • Experience in facilitating technical and policy groups. Understanding of performance measurement principles.
