**This is a full-time, project-funded (temporary) position, with a duration of at least
two years. Permanent employment beyond that term is dependent on budget approval and available funding.**

Under direction from the Environmental Planning and Communications Director, this position is responsible for managing, coordinating, and overseeing environmental studies, initiatives, and projects.

Examples of Duties
This position exercises significant independent judgment and discretion to perform assigned duties, which include but are not limited to the following:

Primary Responsibility:
• Manage LOTT’s Reclaimed Water Infiltration Study, including review of highly technical data and scientific information related to water quality, pharmaceuticals and personal care products, treatment effectiveness, risk assessment, and alternatives analyses; oversight of consultants; facilitation of an interjurisdictional science task force; coordination of the independent Peer Review Panel; presentation and other support for extensive public engagement activities; and reporting to various groups, including the Community Advisory Group, LOTT Technical Sub-Committee, and LOTT Board of Directors;

Additional Responsibilities:
• Manage environmental studies, projects, and initiatives, which may involve the oversight of interns, coworkers, and/or consultants and may include such topics as TMDL allocation response, habitat enhancement or mitigation, water quality trading, reclaimed water, climate change, or other;
• Coordinate staff and consultant teams, including an internal environmental coordination team, to address environmental planning, projects, initiatives, studies, and permits;
• Review and analyze proposed and existing environmental legislation, regulations, plans, studies, and reports for impacts and significance to LOTT;
• Coordinate processes for responding to potential environmental issues, including compiling input from other LOTT and partner staff, reporting on implications, developing responses and/or alternatives for consideration, and presenting/sharing information as needed;
• Manage contracts, including selection of contractors and consultants; development of scopes of work, specifications, and budgets; oversight of work progress and budgets; and review and approve completed work;
• Coordinate, research, write/create, and present technical reports, documents, graphics, and presentations for a variety of audiences;
• Conduct a variety of presentations, including explaining highly technical data, information, and implications to the public and/or informing or negotiating with regulatory agencies, partner jurisdiction staff, tribes, special interest groups, and property owners;
• Serve as LOTT’s representative on a variety of regional and interagency committees, technical panels, and policy groups and at various public meetings, events, and hearings;
• Review capital project plans to identify environmental assessment and permitting needs and ensure regulatory compliance, and coordinate and/or perform work related to those needs, including preparation of conditional use, shoreline, and other required permits for capital projects;
• Coordinate, research, write, evaluate, and/or oversee Environmental Checklists, Environmental Assessments, Environmental Impact Studies, SEPA/SERP documents, and related public information activities; serve as LOTT’s responsible official for environmental evaluations;
• Respond to data and information requests from a variety of audiences;
• Compile, analyze, and prepare data and reports to support capacity and other planning efforts;
• Work with the Division Director and other staff to forecast and manage workload;
• Plan, research, prepare, and present technical and scientific reports and plans;
• Demonstrate punctual, regular, and reliable attendance essential for successful job performance; and
• Perform other duties as assigned.

Working Conditions:  The Environmental Project Manager performs work primarily in an office environment, subject to frequent interruptions. Field work at unimproved sites, active construction sites, and wastewater treatment and conveyance sites is required. Although treatment facilities are designed to optimize working and safety conditions, a number of health and safety conditions may be present, including a variety of toxic, corrosive, and combustible fumes and chemicals, high voltage equipment, and raw sewage. The ability to navigate uneven terrain and slippery surfaces, climb stairs, and routinely operate motor vehicles is required.

Typical Qualifications
Knowledge of:
• Related federal, state, and local laws, codes, regulations, and policies for assigned program areas, including but not limited to:
o Federal Endangered Species Act (ESA), Clean Water Act (CWA), and Clean Air Act;
o State Environmental Policy Act (SEPA) and State Environmental Review Process (SERP);
o National Pollutant Discharge Elimination System (NPDES) and State Reclaimed Water permitting processes and negotiations;
o Relevant land use, conditional use, shoreline, and construction permitting requirements and processes; and
o Environment Checklists, Environmental Assessments (EAs), Environmental Impact Statements (EISs), and Public Notification and Involvement processes;
• Scientific background in some or all of the following:
o Environmental research methodologies;
o Hydrogeology, hydrology, soil science, and/or watershed science;
o Water quality, aquatic chemistry, reclaimed water, and wastewater treatment;
o Environmental/public health and/or toxicology related to pharmaceuticals and personal care products;
o Terrestrial, marine, and/or freshwater biology and habitat assessment;
• Practices and principles of public participation and risk communication;
• Practices and principles of project management;
• Familiarity with processes for development of local and state level environmental policies;
• Familiarity with water resource management issues, including the nexus between wastewater, reclaimed water, stormwater, and drinking water planning and management.

Skill in:
• Written and verbal communication, including the ability to present complex and highly technical information to groups and individuals with varying levels of expertise;
• Technical analysis associated with environmental data, water quality, planning, and permitting;
• Environmental research methodology and information sources;
• Understanding, interpreting, analyzing, and projecting impacts of complex environmental laws, regulations, and standards;
• Reviewing, understanding, and interpreting reports, policies (proposed or existing), plans, and  data;
• Collaboration, conflict management, risk communication, and public engagement;
• Project management and organizational skills, including data and information management;
• Meeting planning and facilitation;
• Defining work plans, anticipating administrative and operational problems, and identifying and communicating program needs;
• Use of the Microsoft Office software suite;
• Basic proficiency in Geographic Information Systems (GIS); and
• Report preparation, formatting, and presentation.

Ability to:
• Independently analyze a wide array of information and data and make sound, reasonable judgments and recommendations;
• Prioritize work, meet deadlines, and manage multiple projects simultaneously;
• Effectively represent LOTT’s interest to a variety of panels, interagency committees, and policy or citizen groups;
• Establish and maintain effective working relationships with coworkers, consultants, contractors, public officials, and the general public;
• Maintain files and records in accordance with LOTT and regulatory requirements;
• Demonstrate punctual, regular, and reliable attendance.

 

Additional Information
A master’s or doctorate degree in environmental science, chemistry, hydrology, hydrogeology, environmental health, toxicology, soil science, biology, engineering, or closely related field and a minimum of 4 years of progressively responsible experience in environmental project and/or program management, OR an equivalent combination of education and experience which provides the necessary knowledge, skills, and abilities to perform the position duties. Technical knowledge related to water quality and reclaimed water preferred. Professional experience for government agencies, utilities, and/or environmental organizations is desirable.

Additional Requirements:  Must possess a valid Washington State Driver’s License within 30 days of date of appointment.
