The Waste 2 Resources (W2R) Program is looking to hire a Grants, Litter and Outreach Unit Supervisor (WMS Band 1). The position is located at our Headquarters Building in Lacey, WA.
The Grants, Litter and Outreach Unit Supervisor position is responsible for the administration and management of the State of Washington’s Waste 2 Resources grants, environmentally preferred purchasing, outreach, and data strategy unit. Under the state and delegated federal law, this position is responsible for regulatory and non-regulatory elements of solid waste management and for assuring protection of public health and the environment and preservation of state natural and economic resources. This position provides direct supervision of 7-10 professional environmental staff and assigns unit staff to ensure that W2R implements statutes and policies, and develops and implements regulations in a fair and consistent manner. The position also provides adequate resources and guidance to implement: grant programs, fiscal tracking, data strategy, the 1 800 RECYCLE hotline and database, program publications, State Solid and Hazardous Waste Management Plan (State Plan) initiatives including promoting environmentally preferable purchasing, and general technical assistance/outreach on preventing, reusing and recycling waste materials.

The Waste 2 Resources Program’s 30-year vision is to transition to a society where waste is viewed as inefficient, and where most wastes and toxic substances have been eliminated.
The goal of this position is to enhance the protection of Washington’s people and resources through sound management of the Grants, Litter, and Outreach Unit staff, budget, and resources in a manner that fosters positive relationships with business, local government, and the public.
Duties and responsibilities include but are not limited to:- Direct supervision of 7 to 10 staff, including recruiting and making recommendations for hire, planning workload, assigning tasks, monitoring status of unit commitments, and ensuring timeliness of employee assignments.
- Evaluating staff performance, initiating personnel actions, preparing position descriptions, and approving leave, timesheets, and training requests.
- Formulating statewide policy recommendations for the Section Manager and Program Management team discussion.
- Coordinating and directing State Plan initiative activities.
- Supervising Headquarters staff assigned to statewide grants coordination, grant program management, and environmentally preferred purchasing.
- Supervising unit staff assigned to work on the 1-800 RECYCLE hotline and database, fiscal operations related to grants and contracts, publications, and technical assistance on moving waste to resources (prevention, reuse and recycling).
- Providing the section manager with recommendations for implementing new legislative/budget initiatives as well as analyses of the impact of proposed legislation.
- Representing the program on Ecology’s cross-program grant and contract teams and the Statewide Resources section on issues before other Ecology programs, state and local agencies, and stakeholder advisory groups, elected officials, news media, and the public.

Required Qualifications:
A Bachelor’s degree involving a major study in public administration, environmental, physical, natural science, engineering, planning or closely related field AND five (5) years of experience in project management, team leadership, staff management or equivalent work experience.
OR
A Master’s degree in the above or closely related fields AND three (3) years of experience in project management, team leadership, staff management or equivalent work experience.
Desired Qualifications:
- Five (5) years of experience in grant and/or contract management.
- Knowledge and experience with solid waste laws and regulations.
- Familiarity with the State Solid and Hazardous Waste Plan.
