We are seeking an Administrator III to join our Parks’ finance team in the Parks Operations Section. This position performs highly complex and technically specialized financial and business analysis in planning and managing the Operations Section budget. Incumbents are considered technical experts performing analysis that contribute to management and policy decisions of the Parks and Recreation Division. Duties include developing, integrating, and monitoring a wide range of business programs for the Section’s operations, purchasing and other financial activities; providing complex data analysis on a variety of timelines; and responsibility for internal auditing and compliance with all State and local financial procedures for the Section. Incumbents will lead and/or supervise the work of other staff as needed.

Work Schedule: This full-time position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The 40-hour workweek is Monday through Friday.

Sample of Key Responsibilities

  • Provide ongoing review, coordination and analysis of operating budget and expenditures; oversee monitoring, tracking and reporting of program goals and status.  Prepare related reports.
  • Supervise assigned staff and manage work in support of Section’s programs and business needs.
  • Develop and update operating procedures and programs to conform to standard and best practices for State and County policy. Coordinate and advise on operations and policy decisions with key internal/external contacts as related to assigned projects.
  • Develop, implement and track bi- annual Section budget in collaboration with the division’s Finance Section. Perform technical research, analysis and evaluation in support of the Section budget.
  • Lead specific programs or special projects. Plan and develop presentation materials as an integral part of analysis and recommendations.
  • Collaborate with staff and management in developing, preparing, and reviewing financial and operational plans and/or systems.
  • Research and interpret current and proposed administrative policies and procedures, participate in solving issues and concerns.  Make recommendations on resolution of issues regarding policies and procedures.
  • Identify and develop methods and programs to market and provide section services, evaluate industry/technology trends and make recommendations on implementation strategies to improve customer service and work productions.
  • Coordinate and represent the section in multi-agency committees or task forces.

The most competitive candidates will have at least four years of responsible, independent work preparing, tracking, accounting and analyzing large operating budgets preferably within a governmental agency, as well as skills in supervision and performance management. This candidate will also have the ability to work independently and as part of a team with a high degree of accountability and be committed to delivering first-rate customer service.

  • Advanced knowledge of Oracle (EBS, P&G, HCM), public sector budgeting, finance, managerial and financial accounting.
  • Advanced knowledge of financial and program analysis.
  • Demonstrated ability to effectively problem-solve and apply good judgment and initiative.
  • Excellent organizational skills, with the ability to handle numerous projects simultaneously and complete projects within specified deadlines.
  • Experience in MS Word, Access, Excel, Outlook, the Internet and customized databases.
  • Knowledge of human resources management techniques and principles.
  • Skill in mathematics and statistics.
  • Exceptional oral and written communications skill.
  • Skill in project management and program development.
  • Skill in reading, writing, understanding and following technical instructions.
  • Skill in research, modeling and forecasting.
  • Strong communication skills, including the ability to work with people of diverse backgrounds, including staff throughout the division, representatives from other County divisions, legislative staff, and senior executive staff.

Necessary Special Requirements:  
Valid Washington State Driver’s License and a background check prior to employment.
