The position is located at our Headquarters building in Lacey, WA We are looking for an experienced manager who has knowledge of state and federal water quality law, excellent people and personnel management skills, and the ability to work with diverse internal and external partners and stakeholders.

Duties
The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying water bodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington’s waters.
The Deputy Program Manager supports the Water Quality Program by:
- Managing the program budget, planning, central records, and public disclosure staff
- Coordinating with the program’s information technology development team
- Acting as lead for policy and legislative issues
- Researching and analyzing complex emerging statewide and interstate water quality policy issues
- Consulting with Ecology management to best position the agency and the state to anticipate and respond to policy issues
- Developing, analyzing, monitoring, and evaluating the success of water quality program initiatives
- Serving as internal and external point of contact for the program on selected issues including contact with legislators and staff, federal agencies and congressional staff, tribes, local governments, state agencies, and interest groups
- Providing staffing and information transfer to task groups, advisory committees, and high level executive and legislative branch groups that formulate water policy

Qualifications
Required Qualifications:
A Bachelor’s degree involving major study in environmental, physical, or natural science, engineering, planning, public administration, business administration, or closely related field
AND
Five (5) years of professional experience in natural resource planning, program development or management.
NOTE: Two of the five years of professional experience must include supervision.
AND
- Advanced skills in performance assessment, budget management, human resource management, and strategic planning.
- Extensive knowledge of Washington State and federal water quality laws and regulations, enforcement policies, water quality permits and pollution reduction programs.
- Experience in building consensus, conflict resolution and maintaining key relationships internally and externally.
AND
Knowledge Of:
- State and federal statutory, administrative and case law governing water quality and related resources
- State legislative processes
- Principals of policy and program planning and development
- State and national politics of water quality
- Policies and procedures of the program
- Principles of developing and managing program budget and workload and a basic understanding of watershed processes, surface and ground water, land use and aquatic biology, and advanced principles of environmental management.
- Basic knowledge of economics, multi-agency roles and responsibilities, and political interactions.
Desired Qualifications:
- Introductory management courses
- Knowledge and experience with complex computer databases and other information technology

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems‘ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment and are able to take leave after six months of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees as follows:

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Full-time employees earn eight hours of sick leave per month. Paid sick leave may be used for the following: illness, injury, preventative health care, exposure to a contagious disease that might endanger others, disability due to pregnancy or childbirth, illness, injury or death of relatives.
