A Business Perspective
on Stormwater Management

Regional regulations are tightening, third party lawsuits are an emerging enforcement threat, and the economics of compliance matter more than ever for property owners and managers. This conference addresses these challenges and presents practical answers for Oregon companies, municipalities, and service providers.

Comments from Last Year’s Conference:

“I went back to the office to see if we still have an NEBC membership! I leaned a lot in one day. I’ve also changed course on a project with new information and the insight of contacts I met at the conference.”

“This is the only conference where I’ve seen many substantive presentations by regulators that impact the stormwater permits I am involved with.”

“I always enjoy the conference – I work in industry and have been coming to the conference for 3 years. Thanks for your continued efforts in bringing quality presentations.”

Strategies for Cost-Effective Compliance

Join us at Oregon’s leading stormwater conference! This signature event brings together regulated companies, solution providers, and government agencies to explore best practices and cost-effective solutions.

The Agenda features four tracks covering basic and advanced topics in:

  • Stormwater Fundamentals
    Industrial Stormwater Treatment
  • Municipal Stormwater Management
  • Cross-Cutting Issues

Morning Keynote Address:

The conference kicks off with an update on the recent NPDES Individual Permit Program review and the recommendations being implemented by the Oregon Department of Environmental Quality (DEQ).

Keith Anderson, Special Advisor to the Director
Oregon Department of Environmental Quality

Mark Riedel-Bash, Stormwater Program Coordinator
Oregon Department of Environmental Quality

Luncheon Keynote Address:

Jenifer McIntyre
, Ph.D, Assistant Professor Aquatic Toxicology
Washington State University, School of the Environment

Dr. McIntyre is passionate about science that brings about change. In 1997 her research led to the ban of a pulp mill effluent used as a road dust suppressant, and in 2004 her work on contaminant bioaccumulation led the Washington State Department of Health to issue a fish consumption advisory for several fish in Lake Washington. Her research in 2010 on olfactory neurotoxicity of copper in coho salmon helped pass legislation in Washington and California that phases out copper and other metals in brake pads.

She will share insights from her current work, which focuses on the ecotoxicology of stormwater runoff and the biological effectiveness of green stormwater infrastructure.

9:30-10:45 Session 1 – Concurrent Tracks
Stormwater
Fundamentals
1A DEQ Basics: Understanding the Stormwater Spider WebThe Clean Water Act requires that states issue National Pollution Discharge Elimination System (NPDES) permits. NPDES permits are required for storm water discharges from construction and industrial sites and municipalities. This primer on DEQ’s stormwater permits and programs will address questions like: When is DEQ water quality permit is required? What type of water quality permit do I need? How do I obtain a water quality permit? What’s the difference between and general permit and an individual permit? Moderator- Kendra Skellenger, Anchor QEA, LLC
Speakers- Chris Bayham, Oregon Dept. of Environmental Quality
– Sara Christensen, Oregon Dept. of Environmental Quality
Industrial Stormwater
Treatment
1B Tier II: Now What?
Tier II corrective action is triggered when effluent benchmark levels on an industrial site are regularly exceeded. Businesses facing Tier II corrective action must develop a response which requires a Stormwater Pollution Control Plan (SWPCP) and ultimately the installation of a stormwater treatment system. Hear from experts responding to these Tier II corrective actions about the compliance timeline, volume reduction, treatment options, system effectiveness, and long-term costs.
Moderator- Deonne Knill, Kennedy/Jenks Consultants

Speakers- Allison Bergseng, Landau Associates, Inc.
– Myles Gray, Geosyntec Consultants
– Tim Logan, Landau Associates, Inc.
– Tammie Wilson, Vigor Industrial LLC

Municipal
Stormwater Management
1C  Municipal Stormwater Permit Fundamentals
Review the basic concepts behind municipal stormwater permitting, including what is expected under the Phase II permit, addressing Minimum Control Measures, and how new EPA rules may create additional requirements.
Moderator- Daria Gneckow, Oregon Dept. of Environmental Quality

Speakers- Libby Barg, Barney & Worth, Inc.
– Wendy Edde, City of Bend
– Mark Riedel-Bash, Oregon Dept. of Environmental Quality

Cross-Cutting
Issues
1D Inspectors’ View From the Field
Hear first-hand from DEQ and other agency inspectors about their observations from actual industrial sites, both positive and negative, including overall trends, source control issues, the effectiveness of BMPs, treatment successes, and recurring challenges – plus how to prepare for an inspection and work in partnership with your agency.
Moderator- Lael Rogan, SAPA Group

Speakers- Brandon Iwasaki, Clean Water Services
– Laura Johnson, City of Portland
– Michael Kennedy, Oregon Dept. of Environmental Quality

10:45-11:15 Networking Break
11:15-12:30 Session 2 – Concurrent Tracks
Stormwater
Fundamentals
2A Understanding the Industrial Stormwater Permit
Learn the basic elements of industrial stormwater management, including general permit requirements, the implications of Tiers I & II, how to understand and implement a Stormwater Pollution Control Plan (SWPCP), and the essential role of proper monitoring and sampling procedures.

Municipal
Stormwater Management
2C GSI Case Studies
By capturing stormwater close to where is falls, GSI instillations reduce runoff volume and improve the quality of any stormwater that is not captured. Now that GSI has become common practice, much is being learned about these installations. Review a series of case studies that illustrate best practices, maintenance for optimal performance, covering vegetation, permeable pavement, and other system elements – along with the long-term cost implications.

Cross-Cutting
Issues
3D When Programs Collide
Stormwater and industrial water discharges are permitted under various programs according to specific facility operations, location, effluent constituents, concentrations, and volumes.  In Portland you might be required to comply with various permitting programs – 1200Z, COLs, NPDES, City of Portland criteria, or the proposed new stormwater permit which will likely be adopted in early summer 2017 – and/or you could be performing source control evaluations under the DEQ Cleanup program that separately evaluates stormwater discharges.  Permitting and cleanup programs can have conflicting requirements and that is when Programs Collide
