The Recycling and Environmental Services (RES) Section of King County Solid Waste Division (SWD) is searching for a Program/Project Manager in their  to manage and implement specific strategies identified in the Green Building Goal Area of the King County Strategic Climate Action Plan (SCAP). This is a Term Limited Temporary position (TLT) with benefits which will last approximately for one year.

Building and facility energy use is the region’s second largest source of greenhouse gas (GHG) emissions.  King County has been a leader in the application of green building standards to county-owned building, facilities, and capital projects, and has collaborated regionally with cities to develop model green building codes.  The county’s 2015 Strategic Climate Action Plan (SCAP) makes ambitious commitments to:

  • Partner with cities and the building community to achieve net zero GHG emissions in new buildings by 2030;
  • Significantly increase diversion of construction and demolition waste for recycling; and
  • Support King County’s permit customers to inform them about and encourage the inclusion of green building strategies.

This position calls for experience and skills in code writing, code analysis and experience with regional and national green building rating systems, general knowledge of environmental rules and regulations, experience with development of legislative packages, and support of ordinance development and review through a public, legislative process.

Recycling and Environmental Services Section Profile: The Recycling and Environmental Services Section is the lead for the division’s recycling programs and also houses a number of environmental stewardship and compliance activities. Some of the notable programs include green building, hazardous waste, product stewardship, resource recovery, permit compliance and reporting, junk vehicle and special waste programs. While this TLT position will be housed and managed within the Recycling and Environmental Services Section of the Solid Waste Division, it will work closely with staff and management in King County’s Department of Permitting and Environmental Review during the code development process to ensure that ensure that new and updated green building and C & D codes are well integrated with existing county codes, tailored to the predominant development types and needs of customers in unincorporated King County, and informed by current permit processing and enforcement practices.

Examples of Deliverables and Job Duties:

  • Develop strong green building codes: by mid-2018, prepare proposed code updates, informed by the Regional Code Collaboration recommendations for solar readiness, construction & demolition, and energy efficiency. Prepare a demonstration ordinance for Living Building Challenge certification, with appropriate tailoring for the kinds of new development and major redevelopment occurring in unincorporated King County.
  • Research and develop three pre-approved code packages of green building techniques and sustainable materials that make it easier for unincorporated area customers, who are mostly residential and small commercial property owners, to pursue energy efficiency, building, and exterior/site work.
  • Participate in the Regional Code Collaboration.
  • Develop updated multi-family recycling code for unincorporated King County and cities. Support the development of the legislative package to update King County multi-family recycling code.
  • Building and development code writing and code analysis.
  • Work collaboratively across county departments (e.g., Department of Natural Resources and Parks, Department of Permitting, and Executive Office staff) and cooperatively with cities and the development community to develop well integrated proposals for green building codes.
  • Develop program/policy recommendations related to sustainable development.
  • Lead and coordinate inter-jurisdictional or multi-agency policy and code development.
  • Conduct technical committee meetings.
  • Collaborate with DPER to develop and carryout public meetings and community engagement to support development of Green Building Codes.

Our Ideal Candidate Will Have:

  • Building and development code writing and code analysis experience.
  • Knowledge and experience with building permit review and issuance experience.
  • Experience with applying regional and national green building rating systems such as LEED (Leadership in Energy & Environmental Design), Built Green, Salmon Safe, Passiv Haus, Evergreen Sustainable Development Standards and the Living Building Challenge.
  • Ordinance and code drafting experience sufficient to inform relatively independent work to scope, draft, and develop green building and construction and demolition waste codes.
  • Experience working collaboratively across local government functions, departments, and branches.
  • Familiarity and experience navigating legislative processes.
  • Knowledge of other relevant government agencies and stakeholders.
  • Knowledge of general government principles and procedures.
  • Facilitation and negotiation skills; knowledge of negotiation principles.
  • Excellent written and oral communications and presentation skills.
  • Skill in working effectively as a team member to coordinate accomplishment of tasks.
  • Skill in managing multiple tasks simultaneously.
  • Familiarity with the International Green Construction Code, national green code initiatives and Washington State building codes.

Additional considerations:  
The Green Code Specialist is required to travel to and attend evening community meetings at locations throughout King County and daytime meetings at DPER’s office in Snoqualmie and other cities around King County. This requires a valid driver’s license and ability to drive county motor pool vehicles when transit is not available or alternate means to get to respective locations expeditiously.
