We are recruiting to fill one permanent, full-time, Program Assistant position in our Law Enforcement Program located at the Washington State Natural Resources Building in Olympia, Thurston County, Washington.

The mission of the Washington Department of Fish and Wildlife (WDFW) Enforcement program is: “To protect our natural resources and the public we serve.”

The WDFW Training Program Assistant (TPA) is an integral part of the WDFW Enforcement Headquarters team and a critical component of the WDFW Enforcement Training Program.  The TPA works under the general supervision of the WDFW Training and Recruitment Sergeant. The TPA develops their individual work plan, monitors his/her activity and evaluates his/her performance with consultation and input from the Training/Recruitment Sergeant and the Professional Standards Captain.  Commissioned Law Enforcement Personnel have annual training requirements, far outside and in excess of a typical GSA employee due to the high-risk of their profession, and potential liability to the agency. The TPA monitors, manages, tracks, and maintains all WDFW Enforcement Program Training activity to ensure compliance with State Law, CJTC Mandates and Accreditation Requirements for commissioned personnel.  The TPA assists the WDFW Master Instructors, Instructors, and Training and Recruitment Sergeant with management, development, application, certification, statutory requirements, and all associated logistics of the WDFW Enforcement Programs; which includes Defensive Tactics (DT), Firearms, Emergency Vehicle Operations (EVOC), Safe Boating, and Tactical First Aid. This position organizes and coordinates large-scale employee training events, and manages/coordinates enrollment, payment, and documentation of staff attendance to outside training.

The Enforcement TPA manages and administers all aspects and components of the Enforcement Programs Training Database system.  The TPA is the administrator for the Enforcement’s Training Management System and has the highest level of responsibility for the Enforcement Program with regards to the system.  The TPA has extensive knowledge of Program Training System and is the main point of contact for WDFW Enforcement Program personnel Field Training Officers (FTO), Sergeants, Captains & Student Officers in need of guidance with; use, application, and access to Program Training System. The TPA provides and delivers training on the Training Program System to all existing and new WDFW Enforcement Program Personnel.

The TPA is the Program Training Manager with the WA State CJTC LMS system and is responsible for registering staff approved to attend training.  This requires signing off on behalf of the Training Sergeant for each electronic application submitted.

The TPA is the Program Training Manager in the agency LMS system and is responsible to directly enroll program staff approved to attend Department of Enterprise Services (DES) or other courses, primarily for career development. The TPA has the program’s highest level of authority in the agency LMS system, including delegation of approval authority for requests that were not responded to by supervisors and have elevated.

The TPA ensures that all WDFW Enforcement and non-commissioned personnel are in compliance with Washington State CJTC statutory mandates, WDFW Agency Policy, and WDFW Enforcement Program policy training requirements.  Associated activities include, but are not limited to; researching, developing, and building training courses.  Program-wide distribution of training announcements and the subsequent logistics; enrollment of staff, ensuring that training is completed, producing and monitoring training reports & transcripts.   This includes maintenance of all associated training databases.  The TPA supports the WDFW Enforcement Program by designing, developing, coordinating and/or delivering staff training and organizational development that meets the Program’s needs.  The TPA is responsible for identifying and implementing best practices in the WDFW Enforcement Program staff (commissioned and non-commissioned) and organizational development through, included but not limited to; in class and on-line course development, facilitation, contract preparation, coordination of specific training/development initiatives, events, and activities and consulting with staff and leaders on training and organizational issues

 Duties:
Primary duties include:

  • Build courses in MdE for law enforcement specific classes and assign to staff identified by rules/regulations for compliance based reporting.
  • Create courses and sessions and enters attendance from Training Activity Reports and other documentation provided by field instructors.
  • Assigns pre-designated training requirements to uniformed officers in MdE to track mandatory training hours for CJTC certification.
  • Enrolls staff into courses via LMS.
  • Prepares status reports for compliance.
  • Organizes large-scale staff training events for all Enforcement Program staff.
  • Manage procurement and billing for training facilities.
  • Liaison between program and MdE for system errors.
  • Assist Program Specialist and Command Staff with personnel actions and Basic Law Enforcement Academy arrangements.
 Qualifications:
Required qualifications/Job knowledge:

  • Applicant must posses a high school diploma or GED
  • Applicant must have a least two (2) years of clerical/administrative experience preferably in a law enforcement or corrections setting.
  • Applicant must be able to work with sensitive/confidential information.
  • Applicant must be proficient with Microsoft Office products
  • Applicant must demonstrate excellent proofreading, editing, and correspondence skills.

Preferred Qualifications:

  • Associates Degree
  • Knowledge of state training programs (LMS, MdE and CJTC LMS)
  • Experience in scheduling and/or organization of large-scale, off-site, statewide training events.
  • Ability to speak in front of large groups

Working Conditions
Work schedule is 40 hours, Monday through Friday.  Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; tasks will involve long periods of time standing in addition to long periods of time sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.  Must be able to lift 40 lbs without assistance.
