JOB SUMMARY:

The Utilities Policy Advisor provides the Utilities Director, City Manager’s Office and Council members with policy analysis and support for regional decision-making concerning utility investments, utility system development and all related political positioning.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Utilities Policy Advisor:

  • Represents the City at regional and statewide
  • Prepares policy analysis and reports for Council
    • Develops long-term policy framework for regional positioning and achievement of the City’s vision.
  • Participates on Department Executive Team working on organizational and leadership issues

 

  • Participates in and facilitates City and department

Supervision Received and Exercised:

  • Works under the general supervision of the Director or Assistant
  • No formal supervisory responsibilities but may act as lead to other

QUALIFICATIONS:

Knowledge, Skills, and Abilities:

  • Knowledge of Utility Department’s mission, vision, strategic direction, goals, objectives, policies, procedures, priorities and departmental
    • Knowledge of the principles and practices of modern public administration and policy development; Extensive knowledge of federal, local and regional issues impacting Utility programs and
      • Skill in identifying emerging issues, developing and implementing new approaches; ability to anticipate and resolve problems before a crisis
        • Strong ability to maintain confidences and routinely handle extremely sensitive and political information; skill s in human relations, diplomacy, tact and
      • Ability to develop and maintain productive relationships with elected officials, community leaders, advisory boards, the news media, and the general
    • Understanding of the City’s political environment and sensitivities; ability to function effectively within that
      • Skill in researching complex issues and developing recommended actions; ability to conduct complex administrative studies. Ability to prepare informative reports and deliver persuasive, succinct presentations to senior management and elected officials as
    • Skill in effective, clear and persuasive oral and written communications to individuals and groups.

Education, Experience, and Other Requirements:

  • Graduation from an accredited four-year college or university with a degree in public policy, public administration or related
    • Five or more year of professional related experience in public policy formulation and implementation and legislative action/relations.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and
