The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
 
The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying water bodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington’s waters.
 
The Technical Unit Supervisor leads a team of professionals who direct and implement state and delegated federal wastewater discharge permit programs for municipal and industrial dischargers, including permit writing, management, permit related data entry and management, municipal wastewater grant and loan administration, enforcement, and facility inspection.
 
The unit supervisor actively participates in and serves as the key contact for section and program staff regarding general permit policy and implementation and participates on a programmatic level in the development and interpretation of guidance and policies related to this work.

This position is responsible for project prioritization, assignment, tracking, and evaluation of team and individual performance.  The incumbent addresses programmatic priorities through guidance and direction to unit staff regarding point source pollution compliance, support and enforcement.

  • Provide mentoring as needed to supervised staff to assure that they continue to develop the tools and confidence needed to excel in their positions.
  • Tailor supervisory and leadership styles to better motivate and encourage employees to consistently perform in a manner that meets expectations.
  • Serves as section contact for policy and program development for assigned responsibilities, including but not limited to, writing, managing and enforcing municipal and industrial NPDES and state wastewater discharge permits.
  • This position also serves as a program liaison on inter-program and inter-agency work groups; and coordinates with relevant governmental, professional, and industry officials
  • Prepares, presents, and communicates unit goals and objectives to staff and senior program management.
  • Works with the Section Manager to track and manage resources allocated to the unit. Recommends personnel actions to the section and program manager.
  • Holds staff accountable for meeting the goals and objectives of the unit and their individual annual work plans.
  • Approves staff timesheets, leave requests, and use of motor vehicles for in-state travel.
  • Administering and implementing permit development, technical assistance and compliance actions for wastewater discharge permits and water quality financial assistance for projects involving municipal wastewater facilities.  These activities implement program goals as well as mandates under the federal and state Clean Water acts, including:
    • Assisting development of state water quality permits, laws and regulations, policies and procedures
    • Implementing state and federal water quality permits, laws and regulations
    • Recommending compliance actions as needed
    • Assisting grant and loan recipients in properly managing public funds to provide the highest benefit to human health and the environment

Qualifications

Required Qualifications:
A Bachelor of Science degree in natural, environmental, or physical sciences, engineering, planning or closely related field.

AND

Five years of professional level work experience in water quality management, environmental sciences or related field.  Related advanced education may substitute for part of the required work experience on a year-for-year basis, up to two years maximum.

AND

  • Skills to strategically plan, schedule, and track project workloads to assure timely delivery of quality products.
  • Ability to communicate, coordinate, and negotiate with employees, managers, clients, governmental agencies, tribes, stakeholders, and the public.


Desired Qualifications:

  • Education or experience in management and/or supervision
  • Knowledge of principles, practices and methods of wastewater treatment and pollution prevention.
  • Working knowledge of federal and state water quality rules and regulations.


Special Requirements/Conditions of Employment:

Must be able to obtain and maintain a valid driver’s license
