BASIC FUNCTION
      Performs complex GIS processing and analysis functions, applications design, and development and testing assignments to support operations of the GIS/Mapping Division of the County Assessor’s Office working in conjunction with other county departments including the Department of Information Services.

Job Duties
STATEMENT OF ESSENTIAL JOB DUTIES
  1. Leads GIS development and supports small to medium projects including analysis of functional requirements; identification of computer system and digital data needs; preparation of technical specifications; and organization of tasks and scheduling of corresponding work.
  2. Designs, develops and maintains or modifies GIS applications, procedures and programs as required to meet the needs of internal and external clients; applications and programs are typically complex in nature for moderate to large projects including data maintenance, cartographic production and data conversion or other project needs as assigned; tests procedures and programs to assure that desired results are achieved; and makes necessary changes to correct deficiencies.
  3. Analyzes needs for task automation, information generation and programming in the GIS field (GIS application needs) by reviewing existing manually-maintained data and available spatial and tabular digital data; determines digital data design, assembly, conversion, compilation, and maintenance procedures required to successfully implement and fulfill short and long-term application requirements.
  4. Prepares written documentation to describe programming and task automation tools including workflow impacts, data requirements, software functions and usage procedures; researches, reviews and applies written technical information as related to assignments; may be required to present written or verbal reports regarding project or work assignment status.
  5. Advises and assists in proper use and management of geospatial data, software, hardware and applications. Assists in managing GIS data, support and reference documentation and maintains data in accordance with established quality assurance and quality control standards; ensure compliance with such data standards and procedures; assists with developing and implementing QA/QC procedures.
  6. Performs complex geospatial analytical, geoprocessing, and programming tasks, including geographic feature overlay, feature select and analysis, topology processing, raster processing, data conversion, data maintenance, cartographic production and output of spatial and tabular data in a variety of digital or hardcopy formats.
  7. Develops connections and queries to relational database systems (i.e. Ascend, ProVal, etc.) to utilize or extract data for analysis and applications.  Reformats data to meet analysis or application requirements.
  8. Operates GIS computer equipment, i.e., workstations, tape drives, digitizers, plotters, and printers as required.
  9. May be required to perform all the duties of subordinate classifications.

Minimum Qualifications
MINIMUM QUALIFICATIONS
     A Bachelor’s degree in GIS, computer science or related field; AND three (3) years of progressively responsible experience in developing, performing, or supporting GIS applications for client business functions; OR any equivalent combination of training and/or experience that provides the required knowledge and skills. Must pass job related tests.

SUPERVISION
     Employees receive supervision from the GIS/Mapping Division Supervisor. Assignments are made in terms of broadly defined goals and objectives. Work requires use of experience, initiative, independent judgment and discretion in developing and achieving work unit goals and objectives. Work may be reviewed for fulfillment of program objectives and conformance with departmental policies and procedures.
WORKING CONDITIONS
     The work is performed in the usual office environment.
