The Transportation Development Division focuses on developing an efficient, safe transportation system that enhances Oregon’s economic competitiveness and livability.

ODOT is recruiting for a GIS project coordinator – information systems specialist 6. This position serves on the unit’s leadership team supporting agency GIS initiatives to develop and maintain geographic information system (GIS) data, tools, and products.

This person in this position:
  • Communicates with agency business lines and internal system owners to refine GIS project requests for developing project timeframes, scope and deliverables.
  • Coordinates GIS project staff resourcing in collaboration with the GIS leadership team.
  • Provides subject matter expertise in geospatial analysis methods and spatial database design.
  • Coordinates collection, storage, integration, and documentation of geospatial data.
  • Facilitates GIS web application development and data sharing.
  • Conducts business analysis and needs assessments for the development of agency GIS software, spatial analysis and data reporting solutions.
  • Evaluates commercial GIS software options to determine consistent enterprise integration.
  • Coordinates GIS training development and delivery to agency staff.

Duties & Responsibilities
  • Partner with Information Systems Branch staff and various public agencies to analyze needs, developing and implementing GIS software solutions across a multi-agency environment.
  • Develop GIS software and application support and ODOT’s GIS training program.
  • Re-engineer business processes to address evolving analysis, research, and architecture needs.
  • Address enterprise-wide system failures of GIS desktop and web applications.
  • Design enterprise wide spatial data, metadata, and data sharing agreements.
  • Develop and prepare formal training in the use of GIS software, applications, and spatial data.
  • Manage GIS projects to ensure accuracy and delivery of plans and proposals, lead the full cycle of the GIS project.
  • Coordinate the implementation of GIS solutions for ODOT and partner agencies.
  • Test and analyze new software technology.
  • Design and coordinate enterprise GIS software and database management systems.
  • Guide data quality assurance/control analysis processes for spatial data.
  • Analyze spatial data needs requirements of ODOT programs and commitments.
  • Oversee development and updating of data dictionaries.
  • Negotiate data sharing agreements.
  • Develop metadata standards and monitor adherence.
Qualifications, Required & Requested Skills

Minimum Qualifications:
(a) Five (5) years of information systems experience in geographic information system.
OR
(b) An associate’s degree in computer science, information technology, or related field (such as computer science, geography, GIS, geology, planning, mathematics, social sciences, natural resources or a closely related spatial data analysis field), OR completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of geographic information system experience.
OR
(c) A bachelor’s degree in information technology, computer science, or related field (such as those listed above) AND one (1) year of geographic information system experience.

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

  • Education, technical skills, and work experience related to developing and managing GIS software, data and map applications.
  • Experience using web based GIS technologies, workstation GIS, automated mapping, computer programming, surveying, math, geography, natural or cultural resource GIS analysis and/or spatial system development.
  • Experience in GIS or IT project management.
  • Experience acquiring, editing and incorporating spatial data from different sources for use in enterprise geographic information systems.
  • Experience developing and delivering GIS technical training and support.


Working Conditions:

  • Typical office environment 95% of the time.
  • Fieldwork at customer locations may require overnight travel.
  • Works with a visual display terminal 75% of the time.
  • May be required to lift up to 60 pounds.
